Surface mounted LED downlights

Hello,
I have a question regarding downlights. My house comes with plaster ceiling that is attached directly to the bare concrete ceiling. There are wires coming out of the fan hook area and two holes further away for lights

Do I need to install a new plaster ceiling and reduce the ceiling height by 1 feet to install the lights ? Can I re-use the existing plaster ceiling installed by the developer ?

I would like to know if I should use Surface Mounted downlights such as these :
https://www.dusklights.co.uk/astro-kos-surf...-in-black-p1891

If I choose to use Surface mounted downlights, how will the contractor do the wiring ? will he have the use something like a wood router to make a drain for the wires and patch back the ceiling again ?

Thanks
