Uni Nottingham or UM

Hello everyone, I am currently deciding between university of Malaya (UM) or uni Nottingham Malaysia (UNMC) for Mechanical engineering degree. For the UM, my application will be going through the direct intake, which my fees will be rm 90000 for 4 years, however for uni nottingham, I'll spend around rm 200000 for the 4 years degree. I have listed down few doubts that I have and hopefully, I will be able to clear my thought and set on one as soon as possible.

1. I have been told that UM ranked fairly high in the QS world university ranking, especially for the subject, which ranked 33 in the world. However, I read few of the articles (which are actually quite old) that speak ill of UM, for example, low competency of staffs and lecturers, less focus in the research field, students of different races don't really mix with each other and etc. I wonder if these are true?

2. Is it true that the english proficiency in UM is fairly bad? Besides, is it true the lecturers are using BM to teach in most lecture classes?

3. There's quite a few person in professional field that told me that local uni student aren't highly sought after due to their english proficiency, is this true?
