HELP my Lubuntu use high cpu usage

my lubuntu use high cpu usage. especially when open forefox or chromium.
any recommend linux for me to switch to better cpu consuming?
Note: my lubuntu is the latest one
my pc spec:
pentium 4 3.0ghz
3.5 Gb ram

HELP my pc turn on then off

Can someone advice me on how to resolve the problem when you turn on the pc then in a split second it turn off.
solution that i tried:
1.changing ram and put to different slot
2.change the thermal paste
3.make sure that all cable are connected very well
4. disconnect all cable except vga and power cord only
5.try to use bootable pendrive.no luck because it doesnt boot at all
6.clean all the dust

the only way that I dont do is change the PSU.

my mobo is hp d530sff.
