Do govt dentist provide silver amalgam only? Anyone ever receive white composite filling from govt department since it's more expensive?

Will a mouth full of potential 20+ amalgam pose any dangers to health?

In terms of durability/long lasting and potential recurrent decay and the huge amount of filling require, which types of fillings are better?
