Kementerian Dalam Negeri; Kementerian Luar; Kementerian Belia dan Sukan; Kementerian Tenaga, Teknologi Hijau Dan Air; Kementerian Kemajuan Luar Bandar dan Wilayah; Kementerian Sains, Teknologi dan Inovasi serta Kementerian Pembangunan Wanita, Keluarga dan Masyarakat.&lt;br /&gt;&lt;br /&gt;Beliau berkata, sebanyak 93 KPI PEB, yang diperakukan MEB, yang mempunyai impak tinggi, lebih bersifat berasaskan hasil dengan sasaran yang lebih tinggi ditetapkan untuk 25 kementerian, termasuk Jabatan Perdana Menteri bagi tahun lalu.&lt;br /&gt;&lt;br /&gt;“Kita mengambil maklum 23 Kementerian mencapai sekurang-kurangnya 90% sasaran KPI yang telah ditetapkan,” katanya kepada pemberita.&lt;br /&gt;&lt;br /&gt;Menurutnya, antara pencapaian utama PEB kementerian dan agensi bagi 2016 adalah apabila sebanyak 63.8% nilai anggaran kerja tahunan diperuntukkan kepada kontraktor Bumiputera dalam projek pembinaan lebuh raya utama seperti Lebuhraya Pantai Barat (WCE), Duta Ulu Klang Expressway 2 (DUKE2), Lebuhraya Ekspres Lembah Klang Timur (EKVE) dan Lebuhraya Sungai Besi-Ulu Kelang (SUKE).&lt;br /&gt;&lt;br /&gt;Yang lain ialah nilai kontrak sebanyak RM1.48 bilion diberikan kepada syarikat Bumiputera bagi Projek KL118 Tower (Warisan Merdeka); peningkatan penglibatan syarikat Bumiputera dalam Program Pembangunan Vendor; peningkatan peratusan Bumiputera dalam pemilikan unit kediaman rumah dan secara kumulatif, jumlah keseluruhan perolehan koperasi Bumiputera meningkat kepada RM31 bilion dengan peningkatan sebanyak RM2.44 bilion pada tahun lalu.&lt;br /&gt;&lt;br /&gt;Najib berkata KPI PEB Kementerian untuk tahun ini pula adalah selari dengan strategi dan sasaran Rancangan Malaysia Ke-Sebelas (RMK-11) dan Hala Tuju Transformasi Ekonomi Bumiputera 2.0.&lt;br /&gt;&lt;br /&gt;Beliau berkata, sebanyak 125 KPI Pemerkasaan Ekonomi Bumiputera diperakukan oleh MEB bagi semua kementerian dan Jabatan Perdana Menteri yang berimpak tinggi dan bersifat “berasaskan keputusan” yang ditetapkan.&lt;br /&gt;&lt;br /&gt;“KPI Agenda Pemerkasaan Bumiputera (BEA) bagi 2017 akan memberi tumpuan khusus dalam bidang pembangunan vendor, rantaian bekalan Bumiputera dalam sektor strategik, program latihan di bawah Skim Latihan 1Malaysia (SL1M), pembangunan rumah mampu milik serta pengenalan dan penambahbaikan polis bagi pengagihan khusus dan pemerolehan Bumiputera,” katanya.&lt;br /&gt;&lt;br /&gt;Bagi pencapaian KPI 2016 melibatkan syarikat pelaburan berkaitan kerajaan (GLIC) dan syarikat berkaitan kerajaan terpilih (G20), Najib memaklumkan 5 GLIC and 17 G20 mempamerkan tahap kematangan dengan hasil yang positif dan lebih memberangsangkan sejak program dilaksanakan pada 2014.&lt;br /&gt;&lt;br /&gt;Di bawah pelaksanaan KPI BEA GLIC dan G20, 7 bidang utama terlibat ialah program pembangunan vendor, syarikat utama untuk rantaian bekalan pengagihan khusus, modal insan, pemilikan aset bukan kewangan, pemilikan ekuiti Bumiputera dalam sektor korporat serta pemerolehan, katanya.&lt;br /&gt;&lt;br /&gt;Antara pencapaian utama yang dicatatkan pada tahun lalu adalah menyerapkan 72 vendor baharu ke dalam Program Pembangunan Vendor berbanding 49 vendor baharu pada 2015, melatih 8 vendor bertaraf jaguh nasional dan satu vendor bertaraf jaguh serantau; melatih 11,888 siswazah di bawah SL1M berbanding 6,422 pada 2015, katanya.&lt;br /&gt;&lt;br /&gt;“Selain itu, membina 3,476 rumah mampu milik berbanding 213 rumah pada 2015 dan nilai pemerolehan dari syarikat Bumiputera berjumlah RM13.4 bilion berbanding RM11.8 bilion pada 2015,” katanya.&lt;br /&gt;&lt;br /&gt;Najib berkata secara keseluruhan, nilai inisiatif untuk Bumiputera pada tahun lalu berjumlah RM42.1 bilion berbanding RM30.0 bilion pada 2015, manakala syarikat GLIC dan G20 turut mencatat pencapaian 95.3% sasaran KPI BEA pada tahun lalu.&lt;br /&gt;&lt;br /&gt;Antara inisiatif yang disasarkan adalah untuk menyerapkan 25 vendor baharu serta melahirkan 31 jaguh nasional dan dua jaguh serantau, selain melatih seramai 12,690 siswazah di bawah program SL1M serta membangunkan 1,150 buah rumah mampu milik dan menambah baik polisi pemerolehan dan mesra-PKS (perusahaan kecil dan sederhana) dengan nilai sasaran RM11.1 bilion.&lt;br /&gt;&lt;br /&gt;Dalam pada itu, perdana menteri juga memaklumkan Khazanah Nasional selaku urus setia program akan terus memperkemas struktur penyampaian dan pelaksanaan BEA bagi memastikan manfaat serta kesannya dapat dirasai masyarakat Bumiputera.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;a href='http://www.freemalaysiatoday.com/category/bahasa/2017/05/29/najib-8-kementerian-capai-100-kpi-pemerkasaan-bumiputera/' target='_blank'&gt;http://www.freemalaysiatoday.com/category/...aan-bumiputera/&lt;/a&gt;&lt;br /&gt;</description>

            <description>&lt;img src='http://s3media.freemalaysiatoday.com/wp-content/uploads/2017/05/ubatubatandoktor.jpg' border='0' alt='user posted image' /&gt;&lt;br /&gt;&lt;br /&gt;“Kertas pun dicatu sekarang.” Begitulah kata-kata seorang jururawat sebuah hospital kerajaan di depan mata saya ketika salah seorang pesakit bertanya mengapa kertas di printer sentiasa kehabisan.&lt;br /&gt;&lt;br /&gt;“Uncle&amp;#33; Uncle&amp;#33; Nombor kamu dah dipanggil,” kata seorang ketua jururawat klinik kepada bapa saya yang sedang menunggu gilirannya berjumpa dengan doktor pakar menyelia sakit di hospital kerajaan yang terletak 45km dari Subang.&lt;br /&gt;&lt;br /&gt;TV paparan menunjukkan angka 1009, sama seperti nombor yang dipegang saya.&lt;br /&gt;&lt;br /&gt;“Maaf cik, tak sedar,” kata saya sambil menolak bapa saya, seorang pesakit kanser, menggunakan kerusi roda ke bilik klinik yang tertera di skrin TV.&lt;br /&gt;&lt;br /&gt;Namun, minda saya masih lagi terkesan dengan kata-kata jururawat tadi yang menyatakan “kertas pun dicatu sekarang.”&lt;br /&gt;&lt;br /&gt;Biasanya saya perlu membayar RM5 setiap kali bapa saya datang mendapatkan rawatan mengikut temujanji di hospital kerajaan. RM5 ini merangkumi semua, termasuk segala ubat-ubatan bapa saya sehingga temujanji akan datang.&lt;br /&gt;&lt;br /&gt;Tapi Jumaat lalu, saya tidak membayar sesen pun.&lt;br /&gt;&lt;br /&gt;Ketika saya menghulurkan wang untuk membayar kepada juruwang yang mempunyai senyuman manis di kaunter pendaftaran, juruwang itu berkata, “Uncle dah tak perlu bayar. Bapa uncle dah 60 tahun Rabu lepas. Jadi sekarang dah ‘free’.”&lt;br /&gt;&lt;br /&gt;Senyuman juruwang itu tidak lagi manis kerana memanggil saya uncle. Saya muda lagi, wahai adik&amp;#33;&lt;br /&gt;&lt;br /&gt;Terdapat 3 orang doktor di dalam klinik untuk merawat bapa saya. Seorang doktor pakar, dan 2 orang doktor baru. Mereka cukup peramah dan mesra pesakit. Bapa saya yang murung pun sempat bergelak ketawa seolah-olah penyakitnya sudah sembuh.&lt;br /&gt;&lt;br /&gt;Servis mereka bagaikan kita duduk di kelas pertama ketika penerbangan. Bagi saya, mereka lebih baik daripada hospital swasta.&lt;br /&gt;&lt;br /&gt;Ketika rawatan hampir habis (setelah doktor pakar meninggalkan bilik klinik), saya mengambil kesempatan untuk berbual dengan 2 doktor yang lain, seorang doktor lelaki dan wanita berbangsa Malaysia.&lt;br /&gt;&lt;br /&gt;“Doktor terasa ke di sini ada ‘budget cut’?” usik saya.&lt;br /&gt;&lt;br /&gt;“Mana tak terasa. Semua yang kerja kerajaan mesti terasa,” jawab doktor lelaki tersebut.&lt;br /&gt;&lt;br /&gt;“Contohnya?” tanya saya.&lt;br /&gt;&lt;br /&gt;“Contoh mudah, kertas pun tak boleh guna sesuka hati. Kena jimat. Peralatan di hospital tidak ditambah. We have to live and do with what we have. Bajet lawatan pun kena potong. Ubat yang dulunya didapati berkesan 70-80% kini diganti dengan ubat yang kualiti rendah sedikit… Ya lah, tak boleh banding dengan hospital swasta…” jawab doktor lelaki itu.&lt;br /&gt;&lt;br /&gt;“Jadi, apa yang doktor buat? Pihak atasan tahu tak?” tanya saya lagi.&lt;br /&gt;&lt;br /&gt;“Mereka tahu. Tapi apa yang boleh dibuat. Sekarang kita terima sahaja. Mula-mula dulu memang rasa nak komplain. Tapi biasalah, kita rakyat Malaysi kan&amp;#33; Mula-mula hangat, lepas itu kita terima sahaja. Now, it is what it is and we can just try to manage as best as we could,” jawab doktor wanita itu.&lt;br /&gt;&lt;br /&gt;“Mengapa doktor tak pergi kerja di hospital swasta?” saya bertanya lagi.&lt;br /&gt;&lt;br /&gt;“Kami graduan biasiswa kerajaan. Kena bond 7 tahun. Tapi nak putus boleh saja, kena bayar RM100,000 atau RM200,000 kot. Ramai yang buat begitu,” kata doktor lelaki itu.&lt;br /&gt;&lt;br /&gt;“Saya sedang sambung belajar tak habis lagi,” tambah doktor wanita itu sambil menambah, beliau sedang mengaji di 1 universiti di utara semenanjung.&lt;br /&gt;&lt;br /&gt;Sebagai pengikut perkembangan politik yang tegar, maka terkeluarlah soalan ini daripada mulut saya yang gatal.&lt;br /&gt;&lt;br /&gt;“Apakah yang perlu ditukar supaya situasi bajet ini akan dipulihkan?”&lt;br /&gt;&lt;br /&gt;Dengan tangkas, doktor lelaki itu terus menjawab, “Pengurusan kerajaan. Mereka kena urus dengan lebih baik. Tak salah kalau nak berjimat. Tapi potonglah benda yang tak penting. Bajet hospital untuk orang-orang sakit itu sepatutnya tidak dipotong. Ada benda yang perlu dijimat, tetapi bukan ubat.”&lt;br /&gt;&lt;br /&gt;“Pihak atasan tahu ke tak ini pandangan doktor?” tanya saya lagi.&lt;br /&gt;&lt;br /&gt;“Mereka rasa benda yang sama kot. Cuma tak tahu siapa yang berani bawa. Kalau tak boleh terima, lebih baik masuk swasta,” jawab doktor lelaki itu lagi sementara doktor wanita itu siap menaip laporan bapa saya.&lt;br /&gt;&lt;br /&gt;“OK. Tunggu ambil slip ubat di kaunter pendaftaran,” kata doktor wanita itu bagaikan isyarat bahawa sembang-sembang saya dan mereka sudah sampai di penghujungnya.&lt;br /&gt;&lt;br /&gt;“Selamat berpuasa doktor&amp;#33;” kata saya sambil membawa bapa saya meninggal bilik rawatan dan menuju ke farmasi.&lt;br /&gt;&lt;br /&gt;Ketika mengambil ubat di farmasi, ahli farmasi itu bertanya bilakah temujanji dengan doktor seterusnya dan saya menjawabnya pertengahan bulan depan kalau mengikut kad temujanji.&lt;br /&gt;&lt;br /&gt;“Ini ubatnya. Jumlahnya hanya cukup sampai temu janji nanti. Masa itu ambil lagi,” kata ahli farmasi itu.&lt;br /&gt;&lt;br /&gt;“Tak boleh bagi lebih sikit?” tanya saya.&lt;br /&gt;&lt;br /&gt;“Bajet sudah kena potong, uncle,” jawabnya dengan satu senyuman manis.&lt;br /&gt;&lt;br /&gt;Melihat jumlah dan jenis ubat yang diberi kepada bapa saya tanpa saya perlu berbayar apa-apa kali ini, minda saya terbisik sesuatu.&lt;br /&gt;&lt;br /&gt;“Ini percuma sebab rakyat bayar cukai. Apapun, ia masih lebih baik daripada hospital swasta,” bisik hati kecil saya.&lt;br /&gt;&lt;br /&gt;Cuma terfikir, bagaimana penjawat awam akan mengundi nanti di PRU14 nanti?&lt;br /&gt;&lt;br /&gt;Di atas kepercayaan kebebasan bersuara tanpa wasangka, FMT cuba untuk berkongsi pandangan dengan pihak ketiga. Walau apa pun, tak boleh pukul orang. Saya lihat ini dah jadi budaya baru. Saya juga amat prihatin dengan apa yang berlaku ke atas pegawai saya.&lt;br /&gt;&lt;br /&gt;“Apa-apa hal atau tak sependapat, pukul orang. Ini bukan budaya Malaysia. Ia budaya luar yang ganas dibawa masuk ke dalam kehidupan masyarakat Malaysia,” kata beliau dipetik Sinar Harian Online hari ini.&lt;br /&gt;&lt;br /&gt;Beliau mengulas kejadian Zaidi ditampar peserta himpunan yang membantah campur tangan Kerajaan Pulau Pinang dalam isu fatwa di Masjid Simpang Enam, Georgetown, 2.30 petang semalam.&lt;br /&gt;&lt;br /&gt;Guan Eng berkata, beliau menyerahkan kes itu kepada Zaidi untuk menguruskannya.&lt;br /&gt;&lt;br /&gt;“Saya sudah hubungi dia (Zaidi) dan dia kata dia nak urus sendiri. Ini kerana kejadian itu tiada kaitan dengan jawatannya sebagai pegawai kerajaan negeri tetapi lebih kepada peribadi.&lt;br /&gt;&lt;br /&gt;“Lagi pun kejadian itu berlaku ketika dia pergi sembahyang.             <description>&lt;img src='http://s3media.freemalaysiatoday.com/wp-content/uploads/2017/05/Mahmud-Ahmad-isis.jpg' border='0' alt='user posted image' /&gt;&lt;br /&gt;&lt;br /&gt;PETALING JAYA: A former Universiti Malaya (UM) lecturer who received militant training from Al-Qaeda in Afghanistan may soon emerge as the Islamic State’s (IS) official commander in Southeast Asia.&lt;br /&gt;&lt;br /&gt;Mahmud Ahmad has been cited by intelligence sources as being behind a plan to form an IS faction in the region by bringing together extremist groups in Malaysia, Indonesia and the Philippines, a report in The Star Online said today.&lt;br /&gt;&lt;br /&gt;He is currently in southern Philippines where he is believed to be actively participating in the activities of Islamist radical groups there.&lt;br /&gt;&lt;br /&gt;The report said Mahmud is being eyed by IS to take over from Isnilon Hapilon, leader of the radical Abu Sayyaf militia, in creating and commanding the Middle East-based terror movement’s stronghold in Southeast Asia.&lt;br /&gt;&lt;br /&gt;Isnilon, who was declared as the Emir of the IS forces in the Philippines early last year, was severely injured in an aerial attack in Basilan some two months back, it said.&lt;br /&gt;&lt;br /&gt;It cited sources as saying that IS caliph Abu Bakr al-Baghdadi was looking for a leader in Southeast Asia after the death of Malaysian coordinator Muhammad Wanndy Mohamed Jedi in a drone attack in Raqqa, Syria, on April 29.&lt;br /&gt;&lt;br /&gt;Besides Isnilon, Mahmud is the only representative trusted by Baghdadi in this region, the sources reportedly said.&lt;br /&gt;&lt;br /&gt;Mahmud, who went to train in Afghanistan under Osama bin Laden while studying at the International Islamic University in Islamabad in the late 1990s, had lectured at UM upon returning to Malaysia, the report said.&lt;br /&gt;&lt;br /&gt;Also known as Abu Handzalah, he travelled to the Philippines in 2014 after Malaysian police identified him as a militant and the chief recruiter in charge of training and sending others like him to fight in Syria and Iraq, the report said.&lt;br /&gt;&lt;br /&gt;Four other Malaysians also followed suit and left for southern Philippines where they worked with militant outfits, including Abu Sayyaf, in launching attacks and conducting criminal activities, it added.&lt;br /&gt;&lt;br /&gt;They included his aide Mohd Najib Husen (killed in the Philippines), Selayang Municipal Council employee Muhammad Joraimee Awang Raimee, and Darul Islam Sabah members Mohd Amin Baco and Jeknal Adil, it said.&lt;br /&gt;&lt;br /&gt;The report quoted the Special Branch’s Counter Terrorism Division head Deputy Comm Ayob Khan Mydin Pitchay as saying Mahmud was known to be embedded with Abu Sayyaf.&lt;br /&gt;&lt;br /&gt;“However, we are still trying to gather enough intelligence to uncover Malaysian militants involved over there (Mindanao),” he reportedly said yesterday.&lt;br /&gt;&lt;br /&gt;Ayob added that he suspected Mahmud’s goal lay in him becoming the IS leader in southern Philippines.&lt;br /&gt;&lt;br /&gt;According to the report, Mahmud is believed to be currently holed up in Marawi City which is seeing a battle between the Philippines army and the Maute group which has pledged allegiance to IS.&lt;br /&gt;&lt;br /&gt;The group is a new radical outfit comprising former Moro Islamic Liberation Front guerrillas and some foreign fighters.&lt;br /&gt;&lt;br /&gt;The confrontation has reportedly claimed the lives of 44 people, including two Malaysians.&lt;br /&gt;&lt;br /&gt;The report also quoted the sources as saying the the Maute group has numerous Malaysians, Singaporeans and Indonesians, and local Filipinos who include former Christians who converted to Islam.&lt;br /&gt;&lt;br /&gt;They however could not estimate the exact number of Malaysians there.&lt;br /&gt;&lt;br /&gt;The Star had earlier reported two Malaysians killed in the Marawi battle as Abdurahman Asmawi from Kelantan and Kamsa Yahya from Kedah.&lt;br /&gt;&lt;br /&gt;The battle reportedly broke out on Tuesday when the Philippine authorities stormed the streets of Marawi to look for Isnilon and his followers in the Maute group.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;a href='http://www.freemalaysiatoday.com/category/nation/2017/05/27/former-um-lecturer-may-lead-is-in-southeast-asia/' target='_blank'&gt;http://www.freemalaysiatoday.com/category/...southeast-asia/&lt;/a&gt;</description>

Once inside, she was to take a photocopy of her breasts using the store’s machine.&lt;br /&gt;&lt;br /&gt;Despite her initial reluctance, the woman agreed to the dare after her friends called her a coward. Speaking to the media, one her friends spoke of her regret for being involved in the incident.&lt;br /&gt;&lt;br /&gt;“We thought it was just a harmless prank,” she told journalists. “If we knew she would get hurt, we would never had dared her to do it.”&lt;br /&gt;&lt;br /&gt;The convenience store clerk, who witnessed the incident, told of his shock at seeing a naked woman running into the store. “She ran past the counter and went straight to the photocopier,” he said. “I was too stunned to move, I’ve never seen something like that before.”&lt;br /&gt;&lt;br /&gt;The clerk explained that he watched on, powerless to intervene as the woman lifted the tray of the photocopier and placed her breasts on the glass. “It must have been cold because gave out a little cry as they touched the glass,” he said. “I yelled out to her, ‘don’t do it&amp;#33;’, but she ignored me and pressed the ‘copy’ button.”&lt;br /&gt;&lt;br /&gt;According to the clerk, there was a moment of silence as the copier’s beam scanned across the woman’s breasts.             <title>Kerajaan akan bayar balik RM1.1 bilion kepada Prot</title>

            <description>PUTRAJAYA: Kerajaan akan membayar balik RM1.1 bilion yang dibelanjakan untuk geran penyelidikan dan pembangunan (R&amp;amp;D) kepada Proton Holdings Bhd, selepas penjualan 49.9% saham pembuat kereta nasional itu kepada Zhejiang Geely Holding Group Co Ltd selesai.&lt;br /&gt;&lt;br /&gt;Menteri Kewangan II, Datuk Seri Johari Abdul Ghani berkata, kerajaan hanya memberikan jumlah yang dianggap adil dan baki daripada keseluruhan RM3.5 bilion yang dibelanjakan untuk menjalankan R&amp;amp;D perlu ditanggung Proton.&lt;br /&gt;&lt;br /&gt;“Kerajaan hanya bersetuju dengan jumlah yang kami fikirkan adil dan pembayaran itu akan dibuat selepas proses perkongsian strategik asing selesai,” katanya pada majlis menandatangani perjanjian antara DRB-Hicom dan Geely, hari ini.&lt;br /&gt;&lt;br /&gt;Selain 49.9% saham dalam Proton, perjanjian perkongsian strategik asing antara DRB-Hicom dan Geely itu turut menyaksikan pembuat kereta China itu memperoleh 51% majoriti saham Lotus daripada Proton.&lt;br /&gt;&lt;br /&gt;“Hasrat kami ialah sentiasa memastikan pengukuhan semula nama Proton. Perjanjian ini akan menjadi pemangkin untuk meningkatkan jenama yang rakyat Malaysia kenal.&lt;br /&gt;&lt;br /&gt;“Tetapi, ia masih tertakluk kepada kawal selia dan kelulusan pemegang saham,” kata Pengarah Urusan Kumpulan DRB-Hicom, Datuk Seri Syed Faisal Albar Syed Ali Rethza Albar.&lt;br /&gt;&lt;br /&gt;Katanya, DRB-Hicom bercadang menjual baki 49% kepentingan dalam Lotus.&lt;br /&gt;&lt;br /&gt;“Dengan ini, DRB-Hicom tidak akan berada dalam segmen kereta sport lagi,” katanya sambil menambah kedua-dua pihak dijangka memeterai satu perjanjian muktamad sebelum akhir Julai ini.&lt;br /&gt;&lt;br /&gt;Syed Faizal juga memberi jaminan pekerja Proton tidak akan diberhentikan dan Geely akan membantu jenama itu berkembang untuk mencapai sasaran 500,000 kereta di Asia Tenggara menjelang 2020.&lt;br /&gt;&lt;br /&gt;Beliau berkata, Geely akan mengetuai bahagian pengurusan, pengeluaran, pemasaran dan penjualan Proton, selain menyumbang dari segi suntikan modal, teknologi dan bakat global.&lt;br /&gt;&lt;br /&gt;Pencarian rakan kongsi Proton bermula tahun lalu, selepas ia menerima suntikan pinjaman RM1.5 bilion daripada kerajaan pada April 2016, dengan syarat ia melaksanakan pelan pemulihan dan mencari rakan kongsi asing untuk membantu dalam penyelidikan dan pembangunan.&lt;br /&gt;&lt;br /&gt;Johari berkata, Proton masih perlu membayar balik pinjaman RM1.25 bilion kepada kerajaan.</description>
