Cant buy apps

I accidentally bought an app a few years ago and now I cant make buy anything in the Google Play Store and In-app purchases. I thought that my number was invalid so I didn't know what to do. Then I read about refunds on the Hotlink services and I saw one that is "What happens if I make multiple refunds" and it says to contact Hotlink Customer Care. I dont know if this is related to my problem but I do rememer refunding a game once but I accidentally presses the "Refund" button multiple times and I think that was the cause. Please help me fix this problem

Just as the title say, I cant buy anything from Google Play Store. Every time I wanted to buy a game, it will always say "Not Eligible". I have purchased 2 games before and they worked fine. I think the cause of this the refunding system. I bought a game called "Scribblenauts Remix" and then I accidentally press "Refund". after I did that, I thought I got my refund but when I checked, my credit was the same when I bought it. And when I wanted to buy a game, it doesn't allow me to. It just says "Not Eligible" whenever I try to buy a game from Google Play Store. The same thing happens when I try to buy in app purchase. Please do help me fix this problem

I wanted to buy a game from Google Play Store earlier, but when I wanted to buy it, it said "not eligible". I dont know how to fix the issue, and i've tried reset my Google Account and everything.

If you can help me fix this issue, please do PM me

And I have tried doing *100# but everything was fine. I did not recive any messages from my Provider.
