Ramai di ruangan komen mengaku mereka sendiri sedang ‘sesak nafas’ dengan keadaan ekonomi sekarang. Harga barang naik, komitmen makin banyak, gaji pula masih di takuk lama.&lt;br /&gt;&lt;br /&gt;Paling menyentuh hati apabila ada yang mengaitkan tekanan hidup hari ini dengan peningkatan masalah kesihatan mental dalam kalangan rakyat.&lt;br /&gt;&lt;br /&gt;“Sekarang ni dah banyak kes orang mental health. Ini salah satunya bila tekanan dari kerajaan.&lt;br /&gt;“Dulu tak ada subsidi dihadkan. Kurang tekanan walaupun harga barang naik. Kemudian subsidi hanya 300 liter sebulan tapi masih lagi dalam kawalan. Sekarang ni 200 liter sebulan.&lt;br /&gt;“Demi Allah, aku laki bini terkesan sangat-sangat. Suami kerja ulang-alik KL-Seremban, aku pula kerja area Seremban tapi ke hulu ke hilir urus anak dan kerja.&lt;br /&gt;“200 liter hanya cukup kurang tiga minggu. Aku depress sangat-sangat,” luah seorang pengguna.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Apa yang ramai tak sedar, ada keluarga yang setiap bulan memang hidup cukup-cukup. Bila minyak habis cepat, mereka terpaksa ‘ikat perut’ untuk tambah duit petrol.             <description>PTPTN relies on incentives because its repayment system is broken&lt;br /&gt;&lt;br /&gt;Malaysia is now rewarding borrowers with incentives and campaigns just to get them to repay their student loans.&lt;br /&gt;&lt;br /&gt;That alone tells you everything about the system. If repayment requires incentives, the system is not working as designed.&lt;br /&gt;&lt;br /&gt;From Auckland, where I advise on student loan and tax debt matters on a daily basis, repayment is embedded into the tax system and largely unavoidable. The contrast is not theoretical. It is structural.&lt;br /&gt;&lt;br /&gt;As of early 2026, more than 417,000 National Higher Education Fund Corporation (PTPTN) borrowers have been reported as defaulters.&lt;br /&gt;&lt;br /&gt;That is not a marginal issue. It is a structural exposure within a publicly funded financing system.&lt;br /&gt;&lt;br /&gt;The sustainability of PTPTN depends on repayment flows. When collections weaken, the pressure does not disappear. It shifts forward, affecting future lending capacity and access for the next generation of students. Public reporting indicates that several billion ringgit is required annually to sustain the system.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;The policy response in Malaysia has been consistent. Incentives, discounts, restructuring programmes, and more recently, targeted enforcement measures such as travel restrictions for financially capable defaulters.&lt;br /&gt;&lt;br /&gt;The latest campaign linking PTPTN repayment to a RM500,000 incentive pool through a financial institution is simply the most recent example.&lt;br /&gt;&lt;br /&gt;These measures are not without value. They encourage engagement and provide relief for those facing genuine financial difficulty. They also introduce pressure where there is clear capacity to repay.&lt;br /&gt;&lt;br /&gt;But they do not address the core issue.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Malaysia does not have a repayment problem alone. It has a policy design problem.&lt;br /&gt;&lt;br /&gt;A large-scale taxpayer-supported loan scheme cannot depend primarily on voluntary repayment without producing structural arrears. Voluntary systems do not fail completely. They fail unevenly.
