New BR Only for Acc Which Been Fully Disbursed?

Hi guys,

My house was just VP on Aug 2020. After that, I'm start serving full installment to the bank.
My bank had revised its base rate from 3.65% to 2.5% (Last rate changed was July 2020)

And now I found that I'm not benefit from rate change. The effective rate showing in bank site was reduced but the amount of my monthly payment remain unchanged.

I called the bank and they said that they need some time to check. And few days later I were received a sms from bank saying instalment change is only applicable to loan accounts which have been fully disbursed. Since my fully disbursement is after July, my monthly instalment shall follow monthly installment as spelt out in the LO.

I checked through my LO and didn't found such specific t&c. Is this legit or just a bluff from bank?
