question on CPL filter

hi guys got a question on CPL filter, i recently just got 1 of it and found out that when i use it and zoom it will be soft all around the corner except on the center, is this consider normal? when i remove the filter the pic is sharp but with the filter back on it will be very soft all around the pic except the center spot, need advise. Thanks guys.

P/S: i did try rotating the filter and it is still same
