Regarding PCB

I am 2+ months in in my new job, started in October 2018.
In the recent pay slip which I received, it shows no PCB deducted.
I have had my PCB deducted in my previous job, and it was done manually by my employer (no payroll system)
The reason given by the account department was that I did not provide my total income for the year-to-date, hence the payroll system does not deduct PCB for me.

Question:
1. Is the company not deducting PCB from my salary contravene any law?
2. Is any sensible company requiring you to provide your aggregate income for the months of the year prior to the new company?
2. Does it mean the payroll system thinks my income for the year has not reached a point where income tax is applicable to me... What happens when 2019 comes, my January income has not surpassed RM38k, therefore not deducting PCB...and it accumulates until let's say 3 months later, in April when my cumulative income derived from employment surpassed RM38k, then the payroll system starts deducting PCB for the month April? Does it work this way?

I would hate if I would need to fork out another large sum during the tax season if this is the case. It affects my cash flow planning

Beard scars/acne at at chin

I have some problem with scarring at my chin area, not sure if it is due to the way I shave or my blades or whatever reasons.
I shave using supermarket gilette m3 with gilette foam, around 2-4 days a shave. No other skincare products used, apart from face wash (hada labo from watsons, if that matters), occasionally I use the simple (the brand name) light moisturiser depend on whether I can remember or not.
I tend to have a lot of ingrown hairs too. See picture.

Is there any OTC/home remedy; or should I consult a doctor/dermatologist to (if yes, where, I'm in PJ):
1. repair these scars and pigmentation
2. prevent future scarring and ingrown hairs?

iTunes charging me for nothing?

For a very long time I have not downloaded any new apps for my iPhone. Today I tried download an app (free) but iTunes require me to update my account details, which I did, and immediately charged me RM6. And I have no idea what was being charged for. The app which I download says (get), I tried to see other paid apps which shows (RM9.99). How to prevent Apple from charging my card however they like?

Finger skin cracking

I have some problems with my fingers...since I am not a medicine expert, I will show photo and describe briefly and hope someone with similar problems or someone who can solve it give some pointers.

Picture shows my right hand. This condition only affects my right hand, affecting all fingers but pinky.

[attachmentid=9003780]
[attachmentid=9003783]

I have previously consulted a GP and the doctor advise I get aqueous cream from pharmacy, which the pharmacist has sold this to me.

[attachmentid=9003786]

At first it seemed to be working, but never do permanently cure the condition. Currently I apply it but it seemed to be not doing anything better.

Sometimes it cracks until it gives me pain, sometimes it just looked like too dry.

This problem has persisted for around 8 months. It has not caused major disabilities, but I would like to get rid of it.

Can anyone suggest any solution? Is there a specialist to recommend (if required)?

My work involves heavy use of computer and mouse if that is a problem.
