MOT stamp duty (new condo)

How long it takes a developer to issue titles after VP? I know under the new law the developers have to do it upon VP. But in practice will they follow the law?

Another question is, let say today VP - when shall the purchaser pay the MOT stamp duty? In 1 month? 2 months? Thanks.
