Complaint of leak from lower flat owner

Please advice me to solve the problem.

I'm living in shoplot apartment.

Person residing below my unit is complaining of leak of water in their unit,

She presuming it is coming from my unit.

I fully agreed to cooperate as the leakage from my unit.

Hence I called plumber come to my house to diagnose the problem.

The plumber cannot find any water leaking on my house, and need to go below unit check where the exact leakage.

But the below unit didn't allow plumber go into her house and quarrel with the plumber keep saying is my unit leaking

Below unit not cooperate and I don't how know to communicate with her because she keep scold me and insist on my fault.

The plumber said cannot do anything and leave.

The complaint did not stop.

Every few month below unit keep complaint me and I called the plumber come and check.

Result is the same, cannot find any leakage on my house and not allow my plumber enter below unit checking.

I don't know below unit needs to solve problem or not and I keep wasting money to called plumber.

The owner of below unit also complaint to MPKJ. I let the agent from MPKJ check my house also cannot find any leakage.

I also have call management. Management send a plumber do a checking but no help.

Finally I received a saman letter from DBKL.

The letter said I'm the one be blamed for cause below unit suffer loss and 1 month period to repaid the leakage.

What should I do?

If someone file a complaint, why the DBKL didn't send some person to investigate the problem in case criticize is my fault?

Can any expect tell me how many times I need to obliged to his complaint and just spend money as well as time fixing the problem.

Please advise as I would like to know clearly know whose responsibility it is.
