Problem with notice period

My fren got offer and new co wanna start asap, so my fren somehow expecting notice period (2 months) will be deducted by the annual leaves earned (~5days), and my fren told the new co can start on x date.

now, current co boss dont grant the deduction on the notice period. and my fren cannot start on x date.

what my fren did,
- notified the new co (thru recruiter, take a bit time to respond)
- at the same time trying to nego with current co

before conclude what should be done, just wanna make it clear, ever since the boss know my fren moving, the boss is trying to create trouble to my fren.
like micro managing the working hour, assign more work, email/whatsapp off working hour etc.

Also, HR dont make a stand, HR advise balance of both party's interested would be best approach (obviously the boss not listening)

so i wonder, just dont turn up to work, what the co can do? (hope some lawyer can advise on the labour law side)
