Buying an apartment [50% cash + 50% EPF Withdrawal

Dear LYN-ners,

I am buying an apartment from a previous owner. I will be purchasing the unit by paying 50% cash and 50% from EPF Account 2 withdrawal.

I have researched quite a lot in the purchasing part. However, I am still in the dark in the following matters:

1. Documents to be submitted to EPF for Account 2 withdrawal.

a) Surat Pengesahan Belian Tunai daripada Peguam yang menguruskan proses jualbeli yang mengandungi maklumat butiran harta.

b) Bukti bayaran tidak kurang 20% daripada harga rumah

The above two documents...are they prepared by the lawyer? Are they the same documents or totally different?

2. The Sales & Purchase Agreement Legal Fees + Stamp Duty....do I need to pay the cost or the owner?

3. The transaction of leasehold property might take longer time... more than 3 months. Is is true?

Thanks.
