Lazada take the money away again after refund

I bought an item at 12/6/2016 in Lazada, but then I saw 11street have a better offer so I cancelled the order and request for the refund. Everything is smooth until they refunded me. At 14/6 I get my refund, however, the amount is deducted again at 23/6 !!!!! For no reason !!!!! Due to this I send an email to Lazada customer service and ask about this, at the first time they said the refund will be given back in 5-15 business day, but then I wait for a whole month there is still no money going back to my account, I contacted Lazada again and this time they said they couldn't find my card record at 23/6, they need a transaction id for that, so I go to Hong Leong and ask for it, however, again, they said they couldn't find the transaction id and let me call the Hong Leong staff then close the case, just like, what the hell?!

Is there any possible that Hong Leong Bank have a system bug or Lazada just a scammer?
What can I do to get back my money?
