Disable APM Permanently on Ext HDD

Been using CrystalDiskInfo to disable the APM feature, however after reboot/restart my PC the settings went back to default. I'm doing this to eliminate the clicking sound from my external HDDs. Anyone know how to disable it permanently? Kindly help. Thanks.

PSU for MSI Radeon 5750

My current PSU 650W already died. So I'm looking for a replacement.
Just wondering if CM 460W is enough for this MSI R5750-PM2D1G? Also check for this card minimum requirement is 400W PSU.
I don't need expensive PSU coz I'm not hardcore gaming or whatsoever.

Hi folks, I really need some positive inputs to help up a friend here. Here how it goes, my best friend (let's call him J) and his GF (let's call her A) has been together for almost a year already. They are not that young of a couple, J=29 and A=26. Both of them has been going thru a couple quite smoothly. A's parents likes J very much and everyone is happy to have him around. As for A, she's the type that is 'lansi' (proud) and sometimes quite cold to J, but J wouldn't mind all this 'bad' attitude since he understands that A has been pampered. At same time, A is very tough minded (like a guy) and very independent. She will do things as she please. She's also the type that loves to think alot (I believe that's her pride). More importantly, she does not have a good lifestyle as in hobbies. She mostly stay at home watching TV, chatting online and only sometimes go out with her friends for karaoke. All this J wouldn't mind coz in order to couple up with someone, he/she has to accept the other half's 'no so good' stuff.

Please bare with me, I find it hard to summarize the story. OK just recently, a shocking and sad incident happened between those 2 after J called me on Dec 26 (Boxing Day) to talk. On Christmas day, A called J to meet up since she has been thinking hard and something important to tell him. And obviously on that nite itself, she wanted him to let go of her. The reason was she felt happier being alone. But then, her tears broke out 1st then of coz J wouldn't agree with her. They spend sometime talking while crying on that nite before they temporary cooloff and went back. However, J didn't went back home. So J's mom called A's mom to inform A. A was so worried that she pleaded him to go back. At last, J also went back home and things temporary cooled down abit. So the next day, A's mom called me and told me to help the both of them. On Dec 27, A's emotion still in worried state, so J pays her a visit at her house. For hours they been talking while crying together continuously. This happen till Dec 28 nite, when J able to convinced A to stay-on as they finally agreed that it's not over and will take about 2mths cooling period before they rebuild and reconcile. In addition, she will still contact him via msn, phone-call to meet up during this period as well. As for J, I really feel so sorry for him and at same time admired him for not giving up coz 1 year is no joke. So I guess they will meet again sometime in Feb 2011.

And one thing confirmed that A doesn't have any other BF before in her life. Her mom told me that no guy dared to approach her due to her tough attitude. Only J brave enough to do so and he's willing to accept her. In doing so, he has a mission to help her slowly change to become a better person. And I know J for a very long time, we grew up together for almost 2 decades. He's extremely strong willed and the never give up type of person even when things about to fail. In fact, he's the one helped me to grow to be a better person. So as close friend, I trying to find any positive ways to help him.
