            <description>UK defense chief fired over Huawei leaks, denies involvement&lt;br /&gt;&lt;br /&gt;&lt;!--QuoteBegin--&gt;&lt;div class='quotetop'&gt;QUOTE&lt;/div&gt;&lt;div class='quotemain'&gt;&lt;!--QuoteEBegin--&gt;LONDON (AP) — British Defense Secretary Gavin Williamson was summarily fired Wednesday after an investigation into leaks from a secret government meeting about the Chinese telecommunications giant Huawei, but he denied any involvement in the case.&lt;br /&gt;&lt;br /&gt;An investigation was launched last week after newspapers reported that Britain’s National Security Council, which meets in private, had agreed to let Huawei participate in some aspects of Britain’s new 5G wireless communications network.&lt;br /&gt;&lt;br /&gt;The Conservative government insists that no decision has been made yet about Huawei.&lt;br /&gt;&lt;br /&gt;The security council includes senior ministers, who receive briefings from top military and intelligence officials, and its meetings are considered highly sensitive.&lt;br /&gt;&lt;br /&gt;In a letter to Williamson, British Prime Minister Theresa May said she “can no longer have full confidence” in Williamson in the wake of the investigation.&lt;br /&gt;&lt;br /&gt;In the letter released by her Downing St. office, May told Williamson that there was “compelling evidence” suggesting his “responsibility for the unauthorized disclosure” from the National Security Council.&lt;br /&gt;&lt;br /&gt;“No other, credible version of events to explain this leak has been identified,” she said.&lt;br /&gt;&lt;br /&gt;But Williamson, 42, denied he was the source of the leak in a letter posted on Twitter. He said he was confident that a formal and thorough inquiry would have vindicated him.&lt;br /&gt;&lt;br /&gt;He says that he appreciated being offered a chance to resign but “to resign would have been to accept that I, my civil servants, my military advisers or my staff were responsible: this was not the case.”&lt;br /&gt;&lt;br /&gt;Penny Mordaunt, the international development secretary, was appointed to replace Williamson. She becomes the first woman to hold the post.&lt;br /&gt;&lt;br /&gt;The United States has been lobbying allies like Britain to exclude Huawei from all 5G networks, noting that the Chinese government can force the company to give it backdoor access to data on its networks.&lt;br /&gt;&lt;br /&gt;The leak at the security council comes amid a Brexit-fueled breakdown in government discipline. With May weakened by her failure so far to take Britain out of the European Union, multiple ministers are positioning themselves to try to replace her, partly by cultivating positive press coverage.&lt;br /&gt;&lt;br /&gt;The Daily Telegraph said last week it had obtained details of security council meetings about Huawei.             <description>Banking on Russian connection&lt;br /&gt;&lt;br /&gt;&lt;!--QuoteBegin--&gt;&lt;div class='quotetop'&gt;QUOTE&lt;/div&gt;&lt;div class='quotemain'&gt;&lt;!--QuoteEBegin--&gt;KUALA LUMPUR: Malaysian is banking on its Russian connection to boost the sale of its main commodity – palm oil&amp;#33;&lt;br /&gt;&lt;br /&gt;The New Straits Times (NST) reliably learnt that Malaysia was especially keen to engage in billion-dollar trade-offs on defence and security procurement, including military aircraft, armaments and software.&lt;br /&gt;&lt;br /&gt;This, the NST was made to understand, was to check the declining global demand and price for Malaysian palm oil, which was affecting national coffers and causing a trade imbalance.&lt;br /&gt;&lt;br /&gt;In an attempt to spur palm oil sales, Defence Minister Mohamad Sabu is scheduled for a crucial, high-profile visit to Moscow on April 20.&lt;br /&gt;&lt;br /&gt;Mohamad is believed to hold face-to-face talks with his Russian counterpart Sergei Shoigu and president Vladimir Putin.&lt;br /&gt;&lt;br /&gt;Confirming his forthcoming visit to the Kremlin, Mohamad said that Malaysian palm oil was facing sagging prices and something drastic had to be done to arrest the situation.&lt;br /&gt;&lt;br /&gt;He said that he had received favourable interest from several European and Asian countries who were keen to engage in trade-offs on defence and security procurement.&lt;br /&gt;&lt;br /&gt;But of particular interest was the Russo-Malaysian connection, which had spurred defence and aerospace trade-offs via palm oil four decades ago, during Tun Dr Mahathir Mohamad’s first 22-year tenure as prime minister.&lt;br /&gt;&lt;br /&gt;“Yes, the meeting with the Russian top brass and executives is on.&lt;br /&gt;&lt;br /&gt;“We hope to come up with a win-win solution,” he said.&lt;br /&gt;&lt;br /&gt;Although he declined to reveal details of the visit, the NST understands that it concerns the future of the RMAF’s existing fleet of 18 Sukhoi Su-30MKM Flankers and the grounded MiG-29N Fulcrums.&lt;br /&gt;&lt;br /&gt;Mohamad is also learnt to be considering Russia’s offer of the Yak 130 as a trade-in for the RMAF’s ageing lead-in fighter trainer, the Italian-made Aermacchi MB339.&lt;br /&gt;&lt;br /&gt;Also on the cards are believed to be offset programmes, transfer of technology and job spin-offs.&lt;br /&gt;&lt;br /&gt;Mohamad said he was also planning to seek trade-off deals with Norway, Turkey, Iran, Pakistan, China and France, who were prospective customers.&lt;br /&gt;&lt;br /&gt;“I have had encouraging discussions with the ambassadors, defence ministers and military top brass during the just concluded international exhibition in Langkawi.&lt;br /&gt;&lt;br /&gt;“And from what I gather, there is a strong possibility that Malaysia can modernise, refurbish or upgrade its defence assets via a barter with palm oil,” he said, referring to the biennial Langkawi International Maritime and Aerospace (LIMA) 2019 which ended last Saturday.&lt;br /&gt;&lt;br /&gt;Mohamad added that should such procurement deals be clinched, it would augur well for the sale of palm oil which was facing a European ban for biofuels.&lt;br /&gt;&lt;br /&gt;“The Defence Ministry is also collaborating with the relevant ministries involved with promoting and marketing palm oil (such as the Primary Industries Ministry; Ministry of International Trade and Industry; and Malaysian External Trade Development Corporation).&lt;br /&gt;&lt;br /&gt;“Just imagine, that countries like France, for instance, accepted 70 per cent of defence procurement trade-offs for Airbus aircraft and Scorpene submarines via barter trade of palm oil,” he said.&lt;br /&gt;&lt;br /&gt;Mohamad was responding to NST’s exclusive interview with Russia’s top defence procurement official, Viktor Kladov during LIMA 2019.&lt;br /&gt;&lt;br /&gt;Kladov, who is Rostec State Corp’s international cooperation and regional policy director, had revealed that Russia was committed to drastically increase its purchase of palm oil from Malaysia.&lt;br /&gt;&lt;br /&gt;He said he had conveyed the message to Dr Mahathir Mohamad during LIMA 2019.&lt;br /&gt;&lt;br /&gt;Kladov had said that Russia was willing to buy Malaysian palm oil in substantial amounts to improve the bilateral trade balance, with the possibility of trade-offs for arms and defence procurement.&lt;br /&gt;&lt;br /&gt;At present, 90 per cent of Russia’s palm oil is imported from Indonesia and Russsia intended to change that (n Malaysia’s favour.&lt;br /&gt;&lt;br /&gt;Europe is the largest buyer of Malaysian palm oil after India and now even China has reduced imports of the commodity.&lt;br /&gt;&lt;br /&gt;Russia is already assisting in refurbishing the ageing fleet of 18 Sukhoi Su-30MKM Flankers, via its local partner ATSC Corp, reportedly for RM2.2 billion — thus expanding its serviceability for another 15 years.&lt;br /&gt;&lt;br /&gt;And it is now even looking at offering the RMAF the fourth-generation Su-35 or even its latest Su-57E (the equivalent of the United States’ F-22) if it wants to upgrade.&lt;br /&gt;&lt;br /&gt;The NST learnt that the increased palm oil purchase would entail an offset deal leading to the RMAF disposing of its two squadrons of 18 decommissioned MiG-29N Fulcrum jets.&lt;br /&gt;&lt;br /&gt;Kladov was a prime mover in enhancing Russo-Malaysia defence relations during Dr Mahathir’s earlier premiership.&lt;br /&gt;&lt;br /&gt;It culminated with a several billlon-ringgit offset deal, involving palm oil, with Malaysia initially procuring 18 MiG-29N Fulcrum air superiority fighters in 1995.&lt;br /&gt;&lt;br /&gt;The MiG-29N — two of which crashed in 1998 and 2005, respectively — was decommissioned in 2017 owing to high maintenance costs of RM262 million a year.&lt;br /&gt;&lt;br /&gt;Several countries, including Bangladesh and India, are keen to buy the MiG-29N.&lt;br /&gt;&lt;br /&gt;Subsequently, in 2003, Malaysia purchased 18 Flankers from Russia’s Irkut Corp for US&amp;#036;900 million (RM3.67 billion), also involving palm oil purchase.&lt;br /&gt;&lt;br /&gt;The offset deal led to the country’s first space programme with Malaysia’s first astronaut to the International Space Station in 2007.&lt;br /&gt;&lt;br /&gt;Owing to budgetary constraints, the RMAF has deferred its multi-role combat aircraft (MRCA) programme to 2025.&lt;br /&gt;&lt;br /&gt;Instead, it is looking at improving on its lead-in fighter jet fleet, which is made up of the Italian Aermacchi MB339.&lt;br /&gt;&lt;br /&gt;Kladov said Russia’s Yak 130 was similarly designed after the Aermacchi and they were prepared to trade in RMAF’s ageing fleet.&lt;br /&gt;&lt;br /&gt;Russia is also offering the Fire and Rescue Department and the Malaysian Maritime Enforcement Agency with up to eight units of Ansat, Mil Mi-8/17 and Kamov Ka-32A11DC from Russian Helicopters, a division of Rostec State Corp.&lt;br /&gt;&lt;br /&gt;These helicopter models, which can be traded in for the older fleet of the agencies, are ideal for fire-fighting, emergency medical services, as well as search and rescue missions, Kladov said.&lt;!--QuoteEnd--&gt;&lt;/div&gt;&lt;!--QuoteEEnd--&gt;&lt;br /&gt;&lt;br /&gt;&lt;a href='https://www.nst.com.my/news/nation/2019/04/478055/banking-russian-connection' target='_blank'&gt;NST&lt;/a&gt;</description>

            <description>RMAF plans to acquire LCA jets&lt;br /&gt;&lt;br /&gt;&lt;!--QuoteBegin--&gt;&lt;div class='quotetop'&gt;QUOTE&lt;/div&gt;&lt;div class='quotemain'&gt;&lt;!--QuoteEBegin--&gt;LANGKAWI: The Royal Malaysian Air Force (RMAF) requires between RM6 billion and RM7 billion of funding from the government to acquire 36 light combat aircraft (LCA).&lt;br /&gt;&lt;br /&gt;RMAF chief General Datuk Seri Affendi Buang said the new requirement for the LCA would enable the air force to keep up with advanced technology and capability.&lt;br /&gt;&lt;br /&gt;“Our BAE Hawks are now already passing 25 years in service.&lt;br /&gt;&lt;br /&gt;“We have to do forward planning due to the aging factor as the maintenance for the fighter jet is getting costly and its capabilities are not up to date,” he told the New Straits Times at the RMAF office at the Langkawi International Maritime and Aerospace Exhibition (Lima) 2019.&lt;br /&gt;&lt;br /&gt;The fighter jets are currently being used to monitor the airspace at the South China Sea and the eastern part of Sabah.&lt;br /&gt;&lt;br /&gt;Prime Minister Tun Dr Mahathir Mohamad had said Malaysia would remain interested in acquiring new fighter aircraft, but was not in a hurry as the ones the air force operated now were still performing well.&lt;br /&gt;&lt;br /&gt;Expressing his concern, Affendi said RMAF’s new requirement for the LCA would be dependent on the government’s ability to afford procurements, as well as its priorities.&lt;br /&gt;&lt;br /&gt;“Therefore, we have set up our Capability 55 (CAP55) blueprint for realistic planning accordingly, based on what the government can afford.&lt;br /&gt;&lt;br /&gt;“Our priority is tailored to the government budget limitations.&lt;br /&gt;&lt;br /&gt;“We will try to get our LCA first before the multirole combat aircraft (MRCA) requirements,” he said, adding that RMAF was likely to wait about 10 years to realise the MRCA programme.&lt;br /&gt;&lt;br /&gt;RMAF’s blueprint will further describe future requirements to enhance its assets and force capabilities for long-term development until 2055.&lt;br /&gt;&lt;br /&gt;Under CAP55, it is understood the air force was also seeking maritime patrol aircraft, unmanned aerial vehicles, ground-based missiles and radar, among others, by 2055.&lt;br /&gt;&lt;br /&gt;Affendi said RMAF was currently still sourcing out suitable platforms for its new LCA requirements and could not identify the exact model of the fighter jet.&lt;br /&gt;&lt;br /&gt;“We can only determine the aircraft model once we do proper evaluations. We issued request-for-information to all contenders (manufacturers) in the LCA category earlier this year.”&lt;br /&gt;&lt;br /&gt;It is understood that the LCA contenders included the Korea-made T-50 Golden Eagle, Russia’s YAK-130, Leonardo M-346FA, BAE Systems Hawk, India’s Tejas and the JF-17 Thunder from Pakistan.&lt;br /&gt;&lt;br /&gt;Affendi said there was no specific time frame for RMAF to acquire the new LCA, as everything depended on the government’s budget allocation.&lt;br /&gt;&lt;br /&gt;“Once the government allocates the budget, probably the LCA delivery will start two to three years after a decision is made,” he said, adding that the delivery would then continue in phases for the next five to 10 years.&lt;br /&gt;&lt;br /&gt;Affendi said RMAF had received offers of “private financing” for the LCA programme, but the air force was not seriously considering this.&lt;br /&gt;&lt;br /&gt;“It’s not that we refuse it, but we are unsure how this private funding will cost us in terms of ‘dollars and cents’.&lt;br /&gt;&lt;br /&gt;“We have not seriously considered whether it would be viable or practical to accept any private funding to acquire both the MRCA and LCA requirements for RMAF.”&lt;br /&gt;&lt;br /&gt;Affendi said RMAF would consider any proposal to enhance its existing LCA system capabilities, adding that any upgrade programme would be dependent on the type of enhancements needed.&lt;br /&gt;&lt;br /&gt;“Some are major and some just to address the obsolescence issues.&lt;br /&gt;&lt;br /&gt;“There was a proposal, but we have yet to determine it.”&lt;br /&gt;&lt;br /&gt;Meanwhile, Affendi said RMAF’s current fleet of MRCA, comprising the Russian-made Sukhoi SU-30MKM Flankers and American-made Boeing F/A-18D Hornet, were still relevant.&lt;br /&gt;&lt;br /&gt;Affendi said the Flankers could be used for the next 10 to 15 years if they were maintained properly and upgraded accordingly. The Sukhois have been in service for about 10 years.&lt;br /&gt;&lt;br /&gt;Meanwhile, although the Hornets have been in service for 20 years, RMAF had upgraded these jets in accordance with current capabilities.&lt;br /&gt;&lt;br /&gt;“It is still good as the spares and maintenance are being carried out promptly, and this is sufficient for them to do the things they have been assigned for.”&lt;br /&gt;&lt;br /&gt;For several years, RMAF had intended to conduct an MRCA replacement programme. This came about when it became clear that a fleet of Russian-made MiG-29N Fulcrum aircraft were becoming too costly to maintain.&lt;br /&gt;&lt;br /&gt;The Fulcrums have since been retired, but the replacement programme has since been placed on the backburner.&lt;br /&gt;&lt;br /&gt;Aircraft said to have been contenders for the programme were believed to have been narrowed down to just two: France’s Rafale and the Eurofighter Typhoon, an aircraft made by a consortium of European companies, including BAE Systems.&lt;br /&gt;&lt;br /&gt;Asked about future requirements for the MRCA programme, Affendi said RMAF had yet to undertake in-depth evaluations, particularly on the technical and operational capabilities.&lt;br /&gt;&lt;br /&gt;“It will also include an indirect offset programme, such as technology transfer, and the maintenance, repair and overhaul facility, giving spillover effects to the country’s economy.”&lt;br /&gt;&lt;br /&gt;Industry experts believed that the government’s spending on security and defence would create spillover benefits to Malay- sia’s economy, backed by industrial offset programmes by aircraft manufacturers.&lt;br /&gt;&lt;br /&gt;“The government can get this type of huge capital investment in return. During this time, the van had also lightly hit the fireman from behind, on the left side of his body.&lt;br /&gt;&lt;br /&gt;“When that happened, the fireman tried to flee towards the direction of the Caltex station. However, he was unable to do so after he was pressed between the van and other vehicles,” he told the Coroner’s Court today, referring to the USJ17 Caltex station.&lt;br /&gt;&lt;br /&gt;The firefighter then had fallen on his back before a group of men surrounded him.
