Cant changed desktop background in window 7 premiu

Hey, any genius here, I trouble that I cant change the window background wallpaper in my dell xps 14z.
It keep showing me the black colour background even i had already change the theme of it!
When i check the setting, it work in normal setting!

does any one of you meet this problem before?

<November> is a newly formed Alliance guild on the Oceanic server of Dath'Remar, catering to those in the +8 GMT time zone (South East Asia region - Malaysia, Singapore, Hong Kong, Taiwan, Western Australia etc).

Progression
1/4 TK, 3/6 SSC
Within 10 days the guild formed we have cleared Gruul's Lair (clear in 40 minutes), VR, Lurker, Tidewalker and Leotheras during the first week guild raid.

Raiding time and days
We start raiding at 11PM Dath'Remar server time and end at 3:30AM (8PM - 12:30AM +8GMT; 4AM - 8:30AM PST; 6AM - 10:30AM CST). Friday raiding time may extend by 30 minutes to an hour depending on raid group members decision.
We raid everyday except Tuesday and Saturday.

Requirement
1. Kara (or equivalent) geared
2. Able to maintain 75% attendance
3. Stable Internet connection
4. Know how to play your class well, no ebayer please...

We are looking for
- Shammy x 2 (1 Resto + 1 any spec)
- Holy pally x 1
- Holy Priest x 1
- Resto druid x 1
- Exceptional application from other classes will be considered

<<November>> is a +8GMT Alliance end game raiding guild in Dath' Remar. Our members have experienced up to SSC/TK (Leotharas and VR). We are a newly form guild with MOST of us are experience ppl from SSC 5/6; TK 1/4; ZA 4/6 back until Naxx.

We are seeking players who be very active in raiding with at least 3 days of attendance and also with the correct attitude to join us in raids. Team work is the upmost important.

Our raiding times are from 11:30PM Server Time to 03:30AM Server Time daily 8.30pm-12.30am (malaysia time) . You have to be in the regions of Western Australia, Singapore, Malaysia, Thailand, Japan and various parts of SEA to feel comfortable with our raid times.

As we are a new guild, we are currently open to all classes. However, we will use quota for each classes, to makesre most our guildies have priority in raid, no bench warmer.

We will be doing more ZA / Kara(on farm) to gear our members up and will head towards Gruul / Mag / SSC and TK.

Raid: Monday Wednesday Thursday Friday Sunday
*Saturday (optional raid like karazhan for badges etc.)

- We will be running ZA heavily next week until we have enough core player for SSC then we'll hit SSC hard.
- Karazhan for badges !
