tell 4K 60 fps with naked eyes?

Amlogic s905 support a maximum resolution of 4K 60 fps, and s812 cannot go higher than 4K 30fps, what I am wondering is that if people can tell the difference between 4K 30 fps and 4K 60 fps with naked eyes?

Hi, My last tablet is dead, and I am thinking about buying a new one, not go expensive this time, I found some PIPO TV box on Lazada, I also checked PIPO W1Sthe tablet on some Chinese online store which sold it for 190 us dollars, looks like it can work as a tablet and a PC at the same time, they I should buy an extra keyboard in the local store.
