HELP! START UP PROBLEM!

My PC crash recently. At first i didn't know what to do so i tried many things like replacing the RAM, hard disk and the graphic card. But after testing all that, it's still the same problem i.e cannot start i.e nothing appear on screen. Then suddenly i remember that there was lightning in my area that day. So i thought maybe it's network card problem or modem bcoz i've had my network card burnt b4 & it got the same symptom. After taking out the card, the screen are back to normal. But there's another problem, the PC couldn't load windows. Since i'm afraid i will lose all the data on that hard disk, i tried use another hard disk to check the old one. And this is my latest problem....the process from the BIOS setup to identify the hard disk& cd rom to formatting & installing the windows is very very slow.....so i still cannot install windows on the new hard drive.

I just wanna ask u guys whether this is a BIOS problem or hardware problem? I remember when i tested the above, i switched on & off the wall plug many times? Has it affected the BIOS software and the windows too? I've never encountered a problem where the boot process from the BIOS setup to installing windows is very very slow? Anybody here know about this? Appreciate your feedback. TQ.

Router problem

I just bought a 2nd hand router, D-Link brand bcoz i want to connect it to my modem. I followed the instructions from the manual given. However, i couldn't manage to connect to the internet and it seems that there's no light on the LED of WAN on the router and LED of ethernet on the modem. Not sure what seems to be the problem bcoz i have tried many times. Is it bcoz of the settings done by the previous owner? Do i have to reset the router? Should switch ON or OFF the router if i want to reset it?

Appreciate any networking expert could assist me. Thanks.
