Electric Woes

Hi all, I need sifus/ you guys' opinion or sharing in experience regarding my this problem...

I bought a house a year ago- it is a 20 year old condo but from the outside look it was maintained well and the maintenance team is good and co-orperative in my opinion.

My trouble started when my house will suddenly have blackout, starting from about 2 months ago... The outside fuse (near the tnb metre) blow but the fuse box inside my house non of the switch has tripped. The 1st time and 2nd time called tnb to replace the fuse... After 1st time replace, same thing happen again about 2 weeks later. Then I called tnb again... When they were replacing the fuse, it blows immediately, (but in the house punya fuse box nothing happen!) so they asked me to hire electrician to check my house's wiring.

I hired an electrician, he came and replace the blown fuse with higher capacity (63w) and run test near the fuse box. They hang a instrument to measure current at the wire going into the in-house fuse box, no spike in the reading, it was mostly 28w-30w with all lights on, 2 airconds on and the refrigerator on. He does the testing for about 10-15mins. When he left, the electricity is still running ok. Next day the outside fuse blown again. He came again to replace the fuse and advice me to have a few spare to replace while finding the cause of the trouble. (He also finding this case weird).

After that the electicity is ok until a week ago when my neighbour complained his unit will have blackout every 15 mins. He find out that the fuse switch at the outside electric area (where our tnb metre and the outside fuse are: the "riser" area) will trip. So everytime he switch on the switch, after 15 mins it will trip again. So neighbour called the management.

The management guy and their hired electrician (let's name this electrician as electrician no. 2) check the "riser" area found that my fuse are blown. Then they replace with new fuse, turn on the main board switch- not only my unit's outside fuse is blown, but whole floor also no electricity. They then remove my fuse, and turn on the switch (without replacing a new fuse for my unit) the electricity runs ok. Then they try again to replace new fuse for me... And same thing happened... Whole floor no electricity.

On the advise of the 2nd electrician, I called tnb to ask them to check their metre to see if their metre is at fault. Tnb came and removed the metre to experiment doing direct wiring- bypassing the metre to check out that their metre is not at fault. True enough, even without the metre wired in, and my inhouse fuse box all switched off, all plugs unplugged also, my fuse blown and the whole floor no electricity. (Kesian my neighbours ).

They advice me to check the wiring from the metre into the house and probably "tarik" a new electricity line. They also asked the maintenance to check their wiring.

My questions are...

1) Shld I just "tarik" new electricity line from the outside into my house?

2) The management also must do their checking on the outside electric... I mean the main switch board area rite?

3) The management guy said... Wiring after the metre is house owner's responsibility, not calculate from literary 'inside the house' and wiring before the metre is management's responsibility. Is this true?

All opinion and suggestions are welcomed. Very susah no electricity!

Thank you in advance~
