Laptop not connecting on Wifi-5 (802.11ac)

My router is RT-AC86U and my unifi plan is 300Mbps.

My laptop wifi adaptor is Realtek 8822be wireless lan 802.11ac pci-e nic. By right it should be able to connect to the internet using Wi-fi 5.

However, when I connect to the internet, my laptop is only connected through Wi-fi 4 instead of Wi-fi 5. Therefore, I am only able to get speeds up to around 100Mbps. On my smartphone, I am able to connect through Wi-fi 5 and am able to get speeds up to 260-290Mbps consistently.

Is there a way to force my laptop to use Wi-fi 5 settings?

Neighbour Pipe Burst - Methods for Recourse

Backstory:
Water is oozing out of my home's party wall causing water bubbles to form on the wall paint. Water is also pooling on the floor from water bubbles which have popped. Large patches of watermarks can been seen on the ceiling right adjacent to the party wall between our house. I went to view my neighbors' home and their problem is just as bad, if not worse.

My neighbor has previously installed a water pump that distribute water from d rooftop water tank and I suspect that it has caused one of the existing concealed pipe to burst. The houses in this area are at least 40 years old. The original pipes that were used were galvanized steel pipes. Last time when I enquire about installing water pumps in my home, the plumber caution me from doing so due to the old pipes, which after so many decades, may have weaken due to rust and could easily burst due to the pressure from the water pumps.

I have been pushing him to fix the burst pipe since Sunday. However, my neighbor seems to be reluctant to fix the problem immediately. Some of the excuse given:
1. He keeps telling me he that does not know where the source of the water is and is still waiting for his plumber/contractor to turn up to look into the issue. Since Sunday I have already gone through the issue with 2 plumbers on my side and know more or less what his water problem is.
2. Due to their daughter-in-law's pregnancy, they are reluctant to do anything which involves heavy renovation/repairs. This was the excuse given to me when I had to recently get them to fix a leak in their balcony which was causing water seepage into structures in our home. Had to send them a letter of demand for them to get moving.
2. They plan to shift out in Jul/Aug (not sure temporarily or permanently), but if they only do the repairs by then, not only that we will have to put up with the problem and inconvenience for so many months, but also that the damage will just keep on becoming worse.

TLDR:
Would like to ask if any one of you had have any experience with such neighbor and know of any avenue (aside from legal action) that can be just as effective in pressuring the neighbor to fix his burst pipe quickly?

I read that for strata title, one can lodge a complaint with the Commissioner of Buildings to get things moving. Is there a similar body of authority for property with Individual Title ?
