MELAKA: Teenage students as young as 15 years old are brazenly recording videos of their sexual escapades before circulating them to their schoolmates, says Melaka police chief Deputy Comm Datuk Abdul Majid Mohd Ali.

He said these young love birds, mostly peers from the same schools, went to the extent of renting hotels and apartments to engage in such activities.

“A new trend is emerging here where these teenagers booked into hotels and apartments offering them less than RM100 rental per day to engage in sexual activities before showing videos of them in compromising positions to their friends.

“Based on our investigation, the young couples claimed it was consensual sex without comprehending that it’s an offence under the law, ” he said when interviewed here on Thursday (Mar 25).

DCP Abdul Majid said police have the onus to investigate underage rape cases as the law defines that under 16 years of age, sex with or without consent, is statutory rape.

The recent case, he said involved a 16-year-old boy and a 15-year-old girl who are classmates.

“These cases involve students and this lead to a spike in rape cases in Melaka although overall crime indexes had been successfully slashed to a desirable level, ” he said.

DCP Abdul Majid said he was also saddened with the confessions made by these teenagers during questioning that they had shared the video footage of their sex acts with their classmates and schoolmates.

“Most of the intimate relationships only come to the open when the parents and guardians discover the sexual escapades, ” he said.

DCP Abdul Majid said police viewed the trend as a moral decay of youngsters in the state and felt stakeholders have to share responsibilities and work out mechanisms to stop the teenagers from engaging in sexual activities at a tender age.

He revealed that five teen rape cases were reported up to Jan 23 of this year, 69 cases in 2020 and 25 cases in 2019.

NEW YORK, March 26 — Wearing bright safety vests and carrying walkie-talkies, volunteers patrol a Chinese neighbourhood in New York to protect Asian Americans against a surge of pandemic-era violence after deadly mass shootings at Asian-owned spas in Atlanta.

“We want to show our presence so that any person who wants to commit a crime will think again,” says Richard Lee, team leader of Public Safety Patrol (PSP).

The men and women from various professions walk the streets of Chinatown in Flushing, Queens nightly in groups of around eight to reassure scared residents and help catch any would-be attackers.

The PSP, which started its walkabouts on Monday, is similar to other civil patrol teams that have mobilised in San Francisco and Oakland in response to the spike in attacks against Asian Americans since the outbreak of coronavirus.

Vice president Kenny Li quickly recruited more than 240 volunteers, including waiters, office workers and lawyers through social media and word of mouth. They coordinate their activities via a WhatsApp group and Facebook.

The vast majority have no self-defence training, just a desire to help others during their free time.

“Don’t have physical contact with anybody,” Lee, a 42-year-old retired police officer, instructs them before the three-hour patrol.

“You don’t know what kind of weapons they might have. Our job is to be the eyes and ears for the (police department).”

Each volunteer receives a stack of Chinese-language leaflets explaining their work, which they distribute on their rounds, and whistles in case they need to catch the attention of police who themselves have upped patrols in Chinese neighbourhoods.

The volunteers explain to residents that they should call 911 if they witness harassment, even if they don’t speak English, because the police will put them through to a Mandarin or Cantonese speaker.

“It’s also about educating,” says vice president Li.

Fifty-two-year-old restaurant worker Mandy Yong says the sight of the squad makes her feel “very safe.”

“When I see them I feel okay about shopping and helping our community’s economy,” she tells AFP.

Most volunteers are of Asian descent but not all. German Perez, originally from Mexico, joined PSP after passing them on the street.

“Our skin may be a different colour, our languages may be different but I think we are all equal. Generally we all came to this country for the same reasons,” the 47-year-old car mechanic said in Spanish.

Racist stereotypes

Anti-Asian hate crimes almost tripled from 49 to 122 last year across 16 major cities, even as overall hate crime fell seven percent, according to a recent report by the Center for the Study of Hate and Extremism.

Activists say former president Donald Trump and political allies fuelled the attacks by calling Covid-19 the “Chinese virus” and “China plague” and several of New York’s mayoral candidates have joined together to denounce the violence.

In New York City, home to more than a million people of Asian descent, this past weekend saw five incidents that police said they are investigating as possible anti-Asian hate crimes.

Hua Tong, a beauty spa worker like most of six women of Asian descent killed in Atlanta, signed up because she wanted to dispel racist stereotypes that portray Asian women as meek.

“It’s up to us to take on the responsibility of protecting ourselves. We have to speak out,” said the 42-year-old in Mandarin via an interpreter.

Stereotypes, including the “model minority myth,” have depicted people of East Asian descent as obedient and reluctant to complain.

In the wake of the attacks, they are increasingly organising, campaigning online, raising funds, holding marches and forming groups to escort elderly Asian citizens outside.

“We cannot be silenced anymore,” said Lee.

Somewhere along Jalan Imbi lies the Pyongyang Koryo Restaurant which, according to their Facebook page, specializes in bringing the experience of North Korean cuisine to you right in the heart of KL. Food aside, one of the highlights of the restaurant is the music and dance performance by the restaurant’s waitresses (in traditional dress, of course) at regular intervals. According to defectors, the restaurant chain is controlled by Bureau 39, a money-making (and allegedly money laundering) arm of the North Korean government. The restaurants have to make an annual fixed payment back to North Korea, and all workers are aggressively screened for political loyalty before being sent overseas. According to another report, waitresses are trained in intelligence gathering in order to pry secrets from corporate or government customers, and restaurants are used as a base of operation for North Korean spies:

Two more people have died and nine others experienced facial paralysis after receiving vaccinations for the coronavirus, experts monitoring vaccinations in Hong Kong have revealed.

The latest deaths involved two chronically ill patients who took the China-made Sinovac jab. An 80-year-old woman who was vaccinated on March 2 died on Friday, while a 60-year-old man died on Wednesday after getting vaccinated on March 11. Previously, seven people had died following Sinovac jabs, while one person died after taking the BioNTech one. No direct link has been established between the shots and the fatalities.

The nine cases of temporary facial paralysis take the total number of vaccine recipients who suffered from the condition, known as Bell’s Palsy, to 11, one of which involved a BioNTech jab. Authorities in the morning suspended distribution of the German-made vaccines “until further notice” after packaging defects were found in a batch of shots.

The city recorded 10 new coronavirus cases on Wednesday, including one involving a delivery man who visited multiple families during the infectious period of the disease and who were ordered into quarantine.

Four of the latest cases were locally transmitted, of which one was untraceable. The remaining six were imported from India and Pakistan. Three of them carried a mutant strain of the coronavirus, taking the total number of cases of variant strains identified in Hong Kong to 116. Fewer than 10 people tested preliminary-positive.

The sole unlinked case was the delivery man, 55, who lives in Whampoa Garden, Hung Hom. He experienced an onset of symptoms on March 17 and last worked on Tuesday. He visited about 20 households between March 13 and Monday, and stayed for a period of time at around 10 of them. Residents who were present, as well as the worker’s colleagues, must now be isolated.

“During his communicable period, he sent goods to and assembled furniture at quite a number of places, and he and his colleagues stayed for more than 15 minutes at many of them,” said Dr Chuang Shuk-kwan, head of the Centre for Health Protection’s communicable disease branch.

“Although all of them claimed to have worn masks ... this is a home setting. Usually the space will not be very big and we’re afraid that if he was transmissible, sometimes even if he wore a mask, there was still a risk of transmission to the people who came into contact with him. So we will quarantine those who stayed in the flat while he was there.”

One of the latest cases was tied to a superspreading cluster centred on the Ursus Fitness gym in the Sai Ying Pun neighbourhood popular with expatriates, taking the size of the outbreak to 151.

The city’s official coronavirus tally stood at 11,419 cases, with 204 related deaths.

Following the discovery of problems with the German-made BioNTech shots, authorities announced the cancellation of bookings at all 21 community vaccination centres providing the jab, also known by the brand name Comirnaty.

Local distributor Shanghai Fosun Pharmaceutical notified the Hong Kong and Macau governments of issues with the seals of vials in batch 210102, and in the interests of safety, officials decided to temporarily halt delivery of the affected shots. Authorities have launched an investigation into the faulty seals.

Officials said vaccinations using a second batch - numbered 210104 - would also be suspended as a precaution. Officials emphasised that BioNTech and Fosun had not found anything to indicate the doses presented a safety risk.

IN 2020, as the world convulsed under Covid-19 and the global economy faced its worst recession since World War II, billionaires saw their riches reach new heights.

Now some are talking to their wealth managers about how to keep a hold of and consolidate their fortunes amid the global debris of the pandemic. Others are discussing how to preempt and navigate demands from governments, and the wider public, to pick up their share of the recovery costs.

“The stock market crashed a year ago, by July or so my portfolio was back where it was before, at the beginning of the year, and now it’s far higher, ” said Morris Pearl, a former managing director at BlackRock who chairs Patriotic Millionaires, a group that believes the high net worth should do more to close the wealth gap.

“The fundamental problem is this gross inequality that’s getting worse.”

The plans being discussed by the ultra-rich range from philanthropy, to shifting money and businesses into trust funds, and relocating to other countries or states with favourable tax regimes, according to Reuters interviews with seven millionaires and billionaires and more than 20 advisers to the wealthy.

“It’s quite evident that the bill is coming for everybody, ” said Rob Weeber, CEO at Swiss wealth manager Tiedemann Constantia, who said some clients were also considering selling major assets like businesses before tax rates rise.

In the United States, the election of Joe Biden as president, and anticipated higher taxes for the rich, have in particular triggered a sharp increase in demand from clients to set up trusts, according to wealth managers.

This would allow them to pass along money to children or other relatives under the current US$11.7mil tax-free threshold per person. During his campaign, Biden proposed to return to 2009 levels, when the exemption stood at US$3.5mil.

“We saw a surge of trusts created and funded in the fourth quarter of last year, ” said Alvina Lo, chief wealth strategist at Wilmington Trust. “The vast majority of our clients adopted a wait-and-see approach until the election in November, and then it just kicked up into high gear.”

Nearly two-thirds of the world’s billionaire class amassed greater fortunes in 2020, according to Forbes, with the biggest gainers reaching unprecedented levels of wealth, helped by the trillions of dollars in recovery money from policymakers.

Forbes, which tracks publicly known fortunes, estimated billionaires had gotten 20% richer in 2020 by mid-December. Many enjoyed investment opportunities off-limits to ordinary retail investors, capitalising on market volatility with short-term derivative trades, according to Maximilian Kunkel, UBS’s chief investment officer for wealthy family offices.

When asset prices tumbled, he said, many of the bank’s biggest private clients sold put options or opted for more complex trades known as risk reversals, helping them capitalise on their bet that prices would eventually rise. “Some of our clients were extraordinarily agile in taking advantage of the biggest market dislocations, ” Kunkel added.

Now, as governments globally grapple with ballooning debt and growing social unrest, billionaires know the spotlight on their wealth will get stronger, according to the interviews.

Many of the wealthy are mindful of looming demands from tax authorities, and are speeding up plans to pour money into trust funds for their children. Wealth strategist Jason Cain said many ultra-rich families had also sought to move other assets including businesses into trust funds, capitalising on the “unique” situation presented by the pandemic of low interest rates and depressed valuations to make potentially windfall tax savings in years to come.

Inquiries in such strategies tripled during the first seven to eight months of the pandemic, according to Cain, who works for US-based wealth advisory Boston Private.

Others across the globe are also taking more drastic action, by relocating to countries and areas where the tax regimes and societies are more benign for the mega-rich.

“They are actually saying: look, we see the world inevitably going towards more and more transparency. And there’s no point fighting a trend, ” said Babak Dastmaltschi, Credit Suisse’s head of strategic clients in its international wealth management division.

“Let’s just find suitable jurisdictions which are transparent, open, respected, and internationally recognised, and establish our structures there, ” he added, citing Switzerland, Luxembourg and Singapore as popular targets.

Henley & Partners, a global citizenship and residence advisory firm based in London, said inquiries from high-net-worth individuals seeking to relocate had jumped during the pandemic. The number of calls from US-based clients surged 206% in 2020 from the prior year.

For many in emerging countries, fears that strains on public services could lead to civil unrest have prompted younger generations of wealthy families particularly to seek opportunities abroad.

“Covid just basically took the clothes off the Emperor, and all of a sudden, people started to realise: our healthcare system is not strong, our social safety net is really not available, ” said Beatriz Sanchez, head of Latin America at global wealth manager Julius Baer.

Cindy Ostranger, tax director at Clarfeld Citizens Private Wealth, said she also saw many ultra-wealthy clients moving out of New York City into their vacation getaways in the likes of the Hamptons, initially to escape the worst of the pandemic, and subsequently staying to pay lower taxes.

Moves to low-tax states, including Texas, Florida and Washington, have also become more popular, said Kristi Hanson, director of taxable research at investment consulting firm NEPC’s Private Wealth group.

As countries continue to grapple with the pandemic’s fallout, economists point to a larger looming issue: the decoupling of extreme wealth from overall economic prosperity. By early March, the wealth of US billionaires had risen US$1.3 trillion, or by nearly a half, since the start of the pandemic, according to research conducted by the Institute for Policy Studies and Americans for Tax Fairness.

That brings their wealth to US$4.2 trillion, roughly a fifth of US economic output for 2020 and double the total wealth held by the bottom-half of the 330 million population.

“We’re at a moment, you might say, after four years of celebrating inequality, people are saying that wasn’t exactly the right answer, ” said Nobel Laureate and Columbia University economist Joseph Stiglitz, referring to the US Trump administration reducing taxation for the rich.

The pandemic has focused the attention of many super-rich people on social causes, according to UBS’s American head of family advisory and philanthropy services Judy Spalthoff. “There’s been a massive shift in the conversations we’re witnessing among families, in terms of the consideration of social inequity, ” she said.

“We see so many conversations in families really gut-checking to say, ‘Yes, we’ve had success. We’ve worked hard for this success. But let’s not be blind to the world around us’.” For many that means philanthropy.

Spalthoff’s team saw a surge in clients partnering with the UBS Optimus Foundation, which channels money to causes such as Action Against Hunger, with donations rising 74% last year versus 2019, to US$168mil.

Yet for UK-based millionaire Gary Stevenson, a former trader at Citibank, any plan to tackle inequality must include a wealth tax.

“We live in a situation right now where billionaires often pay lower rates of tax on their income than ordinary workers, ” he said. “But I don’t think it will be enough just simply to tax their income... it needs taxes that apply on wealth.”

KUALA LUMPUR, March 25 — Prime Minister Tan Sri Muhyiddin Yassin is trying hard not to get Parti Pejuang Tanah Air (Pejuang) and the Malaysia United Democratic Alliance (Muda) registered as political parties so he can call an early general election and win it, says Tun Dr Mahathir Mohamad.

He said Muhyiddin is hoping he will have no Opposition parties competing against him, which will increase his Parti Pribumi Bersatu Malaysia’s (Bersatu) chances of winning without contest.

“Muhyiddin may attempt to call an early general election while Pejuang and Muda are not registered. Pejuang is not tied to any other party. Pejuang hopes to be a third power. Muhyddin’s hopes are that he won’t face his enemies,” Dr Mahathir wrote in his personal blog today.

Pejuang had its registration cancelled by the Registrar of Societies (RoS) in January. That same month, Muda confirmed that its registration application had been rejected by the RoS.

Both parties were aiming to make an impact at the next general election.

In the same blog post, Dr Mahathir claimed that Muhyiddin’s Bersatu has already placed orders for election paraphernalia such as flags, placards and banners, and discussed the distribution of seats with its coalition partners in Perikatan Nasional (PN), PAS and Umno.

He said that since the party was not approved, Pejuang candidates will have to stand as independents.

“This will confuse the people as we can’t use Pejuang flags and symbols. Maybe Pejuang will have to contest using another party’s name like Bersatu did in the previous general election with PKR flags and symbols.

“This too can confuse the public. If we try to negotiate with PKR, they may not agree to share their constituencies with Pejuang. Hence, no support will be given, and as such, Pejuang will lose,” he said.

Dr Mahathir however warned that Bersatu is now a multiracial party, and therefore, will not secure a resounding victory at the polls.

He said Umno and PAS only gave the prime minister’s post to Muhyiddin because they could only be the ruling coalition if Bersatu left Pakatan Harapan for Muafakat Nasional.

“The one who had the numbers was Azmin with his PKR alliance. Indirectly, Azmin was given a top post but not made deputy prime minister,” Dr Mahathir said of Senior Minister Datuk Seri Mohamed Azmin Ali.

“The political landscape after the 15th general election will not be very different from now but Muhyiddin will not be the prime minister.

“Pejuang won’t be the government but Pejuang’s support will determine who becomes the government. Our support is conditional on our acceptance,” he added.
