Question on using EPF to buy house

Hi All

I plan to puchase a house from sub-sale and intend to using my EPF money to finance the downpayment. however, as i went thro EPF website for the document require for application, one of the document require(stated below) i have no idea what is it and any one here can advice when can i obtain the said consent from developer/land office??

"Letter of consent of transfer from the developer AND Letter of consent of transfer issued by the Land Office / Local Authority (if there is restriction on the property);OR Deed of Assignment in your name."

Hi, anyone here have experiance or currently work in JTI Business services, just wondering is this business servcies is directly under JTI, or it is something like the shell share services centre, outsource to a thirty party??...just curious... any comments are most welcome..and thanks...
