Hi, Im seeking for opinions.

As stated in S&P agreement, all payment of outgoings must be settled by seller including sinking fund prior to vc.
The purchaser will pay apportioned as at the date of delivery of possession.

Therefore, do buyer need to refund to seller for unutilized sinking fund for the past few years? As this cost were incurred prior to vacant possession and falls under payment of outgoings, and therefore apportioned as to the date of vc; which is for the latest month only.

Looking forward for your opinions and experiences..

Ceiling collpsed due to ice water leak

Hi all,
last night, while watching RED (starring Bruce Willis), the ceiling above my toilet collapsed. It sounded exactly like the grenade blast from the movie... Same shocked and terrified experience.
Anyway, after inspecting the ceiling above, the leak seems to be coming from something like ice forming on the concrete.. They were tiny, long and had a few of them.. and they drips water... slowly..but surely...
It looks like the ones you see in caves... long and tiny ice... I could break it, but it might just build up again after a while..

Any of you here have any experience in these? I find no other leakage apart from those coming from the ice...
Anyone can advice how to fix these? (I mean the ice forming.. not the collapsed ceiling)
