Conditional Offer Letter of Employment

Hi, need some help here. I received a conditional offer letter of employment from a bank as mortgage sales. This is the first time I received such document. This confused me cause there is this sentence in the letter, "We are pleased to offer you the position of Executive, Mortgage Sales with XXX". However in the email there is this sentence, "Congratulations! You have been shortlisted for Executive, Mortgage Sales"

So I am confused whether I am being offered or just shortlisted? I have been researching around but I can't get a concrete answer.

I need to know the answer as I need to resigned from my current company and I'm afraid if I waited till they complete the background check, it might be too late, considering they assume I have already resigned. So I dont want to be able to start later than they expect.

Below are the content of the letter.

We are pleased to offer you the position of Executive, Mortgage Sales with XXX (hereinafter
referred).

This offer of employment is conditional upon:
1. Background/Credit verifications;
2. Full submission of hiring documentation (eg. cert, IC etc);
3. Management approval

The management reserves the right to withdraw this offer if you do not fulfil any of the
requirements listed as above.

Our Human Resource Business Partner will be in contact with you on your rewards and
compensation package in the next 7‐14 working days.

Once again congratulations!

P/S: I'm not worried about my background check.
