Help on choosing Uni & College

Hi there, my friend and I are in F5 and are going to graduate soon.
We are looking for a college to start off then a Uni to finish our studies. First, I'm interested in Software Engineering /Game Dev, and my friend is interested in Mechanical Engineering.
We rely on scholarship/ financial aid a lot as our parents aren't exactly rich, so that factors in the decision as well.
Any suggestions/ comments/ experience/ reviews are much appreciated.

Our options for Pre-U that are in our area (Subang):
Sunway (CIMP)
Taylor (SACE)
INTI (SACE)
Or Goverment college/U
[We are interested in coursework more than finals, so a 100% finals pre-u is pretty much out of the question ]

Moving on, for my friend who is too shy to ask on the internet (Mechanical Engineering):

Taylor
Monash [Still need scholarship, or else bankrupt]

Should I get a new notebook for college?

Mainly used for software engineering and gaming (Rainbow 6 and some AAA at mid/high 60fps)
So should I wait for new gen Nvidia (probs 1150?) or buy now? Budget <4k but can go a bit more.

Budget: <RM3500

Purpose: Study, gaming (R6 Siege [60fps] and some newer games) , programming and general use

Preferences: No need fancy RGB or too aggressive designs, good battery life, preferably IPS panel, no specific brand bias, i can live with an i5 but i need good GPU
(edit: I would rather have 1TB HDD then upgrade SSD later than survive with small SSD)

What is the Microsoft Visual C++ 2010 equivalent in the 2015 IDEs?

I need a build that could play all games on ULTRA for 60+fps on 1080p.
I dont need monitors and stuff....
I would prefer it to be a i7 4790k and a gtx970 on an Asus Z97 Pro Gamer(like the features ) and in an Aerocool V3X Advance Evil Blue Edition.
