37% vehicles on road now got no road tax

RTD identifies over 15 million vehicles with road tax expired for more than five years

PUTRAJAYA: The Road Transport Department (RTD) has identified over 15 million vehicles nationwide that have not had their road tax renewed for more than five years.

As of December last year, this represents about 37 per cent of the 41 million vehicles currently registered in the RTD database. A significant portion is believed to be abandoned or "end-of-life" vehicles.

Transport Ministry Land Division secretary Datuk Mohamed Irwan Mansor said motorcycles make up the largest share of the 15 million inactive vehicles, at 9.76 million.

This is followed by 4.07 million private cars, while the remaining two million comprise buses, taxis, rental cars, and goods vehicles.

Speaking to Berita Harian, Irwan highlighted the urgent need for a formal disposal system to clear abandoned vehicles cluttering residential areas and commercial parking lots.

"Based on these figures, we are concerned that when a vehicle's road tax is not renewed for over five years, it is at high risk of being abandoned. For vehicles that are no longer in use, they should be disposed of through proper channels so they can be officially removed from the RTD registry," he said.

Data shows there are currently 15.61 million active cars with valid road tax, bringing the total number of cars in the country to 19.69 million, including inactive ones.

For motorcycles, total registration stands at 18.9 million, though 9.2 million are currently inactive on the road.

To address the issue of ageing and abandoned vehicles, specifically those aged 20 years and older, the ministry has introduced the Old Vehicle Replacement Matching Grant Programme.

Under the RM10 million initiative announced in the national budget, the government aims to encourage owners to transition to newer, safer, and more environmentally friendly vehicles.

"Through this matching grant, eligible owners can receive up to RM2,000 from the government, matched by another RM2,000 from local car manufacturers. This allows buyers to enjoy a total discount of up to RM4,000 on a new vehicle," Irwan explained.

Currently, the programme applies to all Proton models, as well as the Perodua Aruz and Ativa. Even if a vehicle is no longer roadworthy, it remains eligible for the grant provided the engine and chassis numbers are intact and the owner is an immediate family member of the applicant.

To date, nearly 3,000 owners of old vehicles have participated in the matching grant programme, with RM4.43 million in grants already disbursed.

In addition to incentives, the ministry is moving towards high-tech enforcement.

RTD is expected to implement the Automatic Number Plate Recognition (ANPR) system to detect vehicles with expired road tax operating on public roads.

"This is a preliminary step to track down over 2,000 abandoned cars. We hope this programme raises awareness about the importance of proper vehicle disposal," Irwan added.

The ministry is also collaborating with recognised Authorised Automotive Treatment Facilities (AATF) to ensure the disposal process is conducted in an environmentally sustainable manner.

Basically bill is supposed to be RM82.94 but if rounded up then should be RM82.95 for 1 cent adjustment, but round up to RM83.00 instead.

KUALA LUMPUR, Dec 18 — Prasarana Malaysia Berhad has issued an urgent appeal for a national-level intervention to combat rampant cable theft, saying the crime cost the firm RM20.6 million over the past three years and caused a dramatic 68 per cent spike in incidents this year.

The rail operator warned that despite its extensive security measures, organised syndicates driven by high copper prices continue to disrupt services, directly affecting millions of public transport users in the Klang Valley.

Prasarana detailed its wide-ranging efforts to secure its 200km-plus rail network, which include deploying security personnel, conducting joint patrols with police, installing high-tech CCTV, and even using detection dogs.

However, these measures have not been enough to stop the “repetitive and organised” criminals.

“However, the reality is that with rail alignments exceeding 200km, we cannot handle this alone without support from a more comprehensive enforcement and regulatory ecosystem,” said Idzqandar Abu Bakar, Prasarana’s group chief health, safety, security, environment & sustainability officer.

‘Passengers are the most affected’

While the financial losses are significant, the company stressed that the true cost is borne by the public.

“Cable theft is not just a financial loss issue; it directly affects millions of passengers who depend on rail services every day,” said Idzqandar.

He explained that each theft disrupts the critical signalling system, forcing immediate repair work and causing significant travel delays.

After recording 41 cases in 2024, the number has already jumped to 69 so far in 2025.

Prasarana is now calling for a firmer, integrated national approach. The company argues that as long as criminals can easily sell stolen cables for large profits, the thefts will continue.

It is pushing for stricter regulations on the scrap metal industry and heavier penalties for offenders.

The company is also urging the public to become its eyes and ears on the ground, calling on them to immediately report any suspicious activities near rail lines directly to the police.

Kamarudin said the state government would request the museum authorities to conduct a study aimed at turning the bunker into a tourist attraction because, due to its location near the river, it could become a spot for visitors to relax and enjoy themselves after taking a look at a piece of history.

He also said that he would request the Islamic City of Kota Baru Municipal Council and the Public Works Department to include the bunker in plans to enhance the Kelantan River bank landscape.

“We will work to ensure that both the state and national museums take an interest in preserving this bunker and turning it into a tourism product for the state,” he said.
A long-time resident of Kota Baru, Hasbullah Deraman, 39, said he never knew there was a bunker in the area, a public recreation spot.

“I was quite surprised when informed that a war bunker had been discovered after part of the Kelantan River bank collapsed. I usually jog in the area in the evenings and never realised that there was a bunker here,” he said.

Trader Ahmad Abu Hassan, 44, said he also had no idea about the bunker’s existence, as the area only appeared to have a large tree and dense undergrowth.

“People are unaware of this war relic because it was hidden behind a huge tree that was uprooted due to the riverbank collapse,” he added.
