vista idle consume RAM 40 %

hope this is the right place to ask..

hi all,

today i just install my vista ultimate,
i notice that even when idle, my RAM takes up to 40 %
i have no idea about this,
i only see that something call "dwm.exe" (Desktop Window Manager) takes around 25,462 K
while other running apps seems to run normally

my rig :

PROC = Pentium 4 3.0 Ghz
RAM = 1.5 GB
HDD = 80 GB
GC = ATI X300 256 MB

anyone would like to share experience or comment would be very much appreciated

USB ports suddenly can't use

this evening, right by the time a lightning struck very near to my room (i can see it, looks like it wanna struck me)
my monitor suddenly blank off.
but my comp is still on.
then i restart..
and it's back to normal

firstly, thought my GC is burnt
but when i open up the case, nothing smell burnt
and i'm writing this means that my comp still can run like usual,
except for the USB ports
it can't detect my webcam, joystick, or even ext hdd

anyone knows what's wrong with my comp ?
any comment will do
