Serious: All international flights to KLIA only?

I have a question... anyone who has knowledge of this please let me know. As I tried to Google, nothing concrete came up.

My relative in Canada plans to fly back to Penang next week, around June 2nd. Can he fly directly to Penang Airport? Or all international flights will be directed to KLIA in KL?

And if international flight direct to Penang was allowed, anyone knows where the quarantine center is in Penang?

Do you know any outlet or mall in KL or Greater KL area (including PJ etc) that sells or import Japanese and Korean fashion clothes??

I would like to bring her there, since she asked me. She told me Bangsar area used to have one long time ago, but I couldn't find any info. Only shopping center i know in Bangsar is just Bangsar Shopping Center

Any suggestion is welcome. Thanks in advance!
