            <description>KUALA LUMPUR: Shares in Axiata Group Bhd jumped on reports that Singapore Press Holdings Ltd (SPH) and a unit of Keppel Corp have approached the company to buyout its stake in M1 Ltd.&lt;br /&gt;&lt;br /&gt;At 3.28pm, Axiata was up 13 sen or 2.85% at RM4.69 a share with 1.78 million shares traded.&lt;br /&gt;&lt;br /&gt;Axiata owns 28.7% stake in M1 - the smallest wireless operator in Singapore.&lt;br /&gt;&lt;br /&gt;Bloomberg on Wednesday said SPH and an arm of Keppel Corp are considering making a general offer for the shares they don’t already own in the M1, citing people with knowledge of the matter.&lt;br /&gt;&lt;br /&gt;The pair has approached M1’s biggest shareholder, Axiata, about the potential transaction, the people said, asking not to be identified because the information is private.&lt;br /&gt;&lt;br /&gt;A deal for M1 could be announced as soon as the next few days, they said.&lt;br /&gt;&lt;br /&gt;M1’s market value has dropped 59% to S&amp;#036;1.51bil since its 2015 high, while revenue is expected to fall about 1.5% this year, based on analyst estimates.&lt;br /&gt;&lt;br /&gt;As the smallest carrier in Singapore’s saturated wireless phone market, M1 has had to cut prices, dragging revenue per user lower ever year since 2010.&lt;br /&gt;&lt;br /&gt;Shares of M1 and Keppel T&amp;amp;T have been halted since Monday, pending announcements.&lt;br /&gt;&lt;br /&gt;Keppel has approached SPH to take part in a possible transaction regarding M1 shares, the newspaper publisher said in an exchange filing Monday, without providing more details of the deal.&lt;br /&gt;&lt;br /&gt;Axiata may decide to make its own offer for M1 if the price announced by SPH and Keppel is too low, two of the people said.&lt;br /&gt;&lt;br /&gt;In July last year, SPH and Keppel -- together with Axiata -- ended a strategic review of their stakes in the operator after potential suitors to buy the city-state’s smallest cellular services provider dropped out.&lt;br /&gt;&lt;br /&gt;&lt;a href='https://www.thestar.com.my/business/business-news/2018/09/26/axiata-up-on-possible-bid-for-m1-stake/' target='_blank'&gt;https://www.thestar.com.my/business/busines...d-for-m1-stake/&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Imo they should buy M1 cos even though they may not earn, its a strategic investment cos it will allow all of malaysia&amp;#39;s internet to flow through peers and internet exchanges in singapore, reducing latency and costs while increasing bandwidth.</description>

This is a drastic step for us. We kickstarted our five-day course for all senior officers.&lt;br /&gt;&lt;br /&gt;“Not only speaking but they also have to write well in English,” he said this at the Royal Malaysia Police College in Cheras after launching the professional communication course.&lt;br /&gt;&lt;br /&gt;When asked to gauge the level of English proficiency in the force, Fuzi rated it as “moderate”.&lt;br /&gt;&lt;br /&gt;Fuzi said the course to enhance English will be conducted by PDRM’s internal officers whom he indicated to possess sufficient command of the language.&lt;br /&gt;&lt;br /&gt;He added that the force will consider sourcing English language teachers from elsewhere only if within were insufficient.&lt;br /&gt;&lt;br /&gt;“We will keep conducting the courses next year too and ask the government for extra budget to keep it going,” he said.&lt;br /&gt;&lt;br /&gt;Asked the time frame given for the officers to learn, Fuzi said “We have to evaluate first and take it from there”.&lt;br /&gt;&lt;br /&gt;Over 30 senior officers sat for a written English examination this morning.             <description>Together with TNB and Time Berhad existing expansive fiber backbone, it is possible to have cheaper and more coverage for vdsl (HSBB/SUBB) and fiber broadband (HSBB) by providing local loop unbundling through the provision of such subloop service, working towards half price double speed.&lt;br /&gt;&lt;br /&gt;As per mcmc access list determination no 2 of 2015, sub-loop service (14) is present as a service although access providers are not obliged to provide access to such network element (subloop service) on written request until date of implementation which is to be notified by mcmc at a later date.&lt;br /&gt;&lt;br /&gt;So mcmc should quickly enforce the requirement for access providers such as TM to provision such a service (subloop) upon written request, at a fixed price of RM45 or less monthly per port.&lt;br /&gt;&lt;br /&gt;Sub-loop Service which also can be described as a Layer 1 HSBB Network Service without QoS to the roadside cabinet for fiber ports (splitter location), is defined in determination no 2 of 2015 (access list) as a Facility and/or Service for the use of Unconditioned Communications Wire between the Network Boundary at an end user&amp;#39;s premises and a point on a network that is a potential POI (point of interconnection) located at or associated with a Customer Access Module and located on the end user side of the Customer Access Module. For Sub-loop Service, the Customer Access Module is housed in a roadside cabinet.&lt;br /&gt;The Sub-loop Service includes the use of optical fibre cable and associated transmission services between an Intermediate Point and the POI, associated tie cable services, shared splitting services, interfaces to operational support systems and network information.&lt;br /&gt;&lt;br /&gt;The enforcement with this requirement should be made with subloop service added to the determination of mandatory standard of access pricing (MSAP) by the commission under gobind, with subloop service for optical fibres at a fixed monthly rate of RM45 or less per Broadband termination unit port (per port). This RM45/mth or less is consistent with the already present standard access pricing per btu port for Layer 3 and 2 HSBB Network service with and without QoS.&lt;br /&gt;&lt;br /&gt;Doing this will allow for non-exclusive last mile access of fibre and telephone lines to homes, and other providers such as time berhad, maxis and celcom broadband can improve their service offering and availability to consumers by leveraging on TM&amp;#39;s extensive last-mile network. This also allows for reduction of broadband prices and increase of speeds through healthy competiton between retail service providers, by enabling more retail providers to offer their services to people.</description>
