Can't download things after changing hardware

So basically I just replaced my some of my hardware and reinstalled windows. I got my TP Link USB Wifi Adapter driverby using my laptop and installed it but I can't seem to download anything.
What I find weird about this is that other things work fine (i.e. playing games, browsing, watching videos etc.). When I did a speedtest it shows 8mbps down but when I try downloading something, it initially downloads at like 400kbps but then it goes down to 0bps. Even windows update can't download the updates. Tried connecting with cable also same results. Steam download works fine and torrents as well. Thinking it was a browser issue, tried Firefox, IE as well and same thing.

Before I changed my parts, everything was working fine. Also, I tried with a different network (at home) and it's still the same. Used my friend's PC and his downloads just fine. So I don't really know what the problem is.

CPU: i7-6700K
MOBO: MSI z170 Carbon Gaming Pro
GPU: Asus Nvidia GTX660
RAM: Corsair 4x8GB DDR4 (16GB usable cause win7 :/)
Storage: 120gb Kingston SSD, 1TB WD Blue, 5TB WD Black
OS: Windows 7 Home Premium

I hope I can get some advice regarding this issue because I have to download a couple programs for my assignments.
