Tender for Corporate or Gov Works

Very often I read on newspaper especially within classified section, companies and local governments are placing ads looking for tenders for their works (e.g: installing network cable, providing consultation, landscape maintenance, etc)

The following are some of the basic requirements that I always came across;

MOF, CIDB or any certification by gov agencies related to the works required
Experience (Portfolio)

My question is how can a start-up company secure or even submit a tender if it's a new company without portfolio? How to have a decent portfolio?

or am I missing something?

To those who are involved or running businesses that always submit or securing tenders, do share.

Confinement (Chinese)

Not sure if here is the right place to ask, but those confinement centres that offer stay-in package for those that just went through labour, does it really help? or should I ask 'What are the difference between staying home and having own mother to take care compare to staying at those confinement centres?'
