Server or Network Issue?

Not sure which which forum to ask this but if this is a wrong place, kindly move it.

I have a server which serves as sms gateway (using kannel) and have multiple client connecting to it, but recently this IP client with their particular said that they can't send to my server and so I checked on the http access log and it show that the said client getting below error

So I fired up tcpdump to check whether if it's our issue or the client and from what I see is like below,

What is this spurious transmission? I asked around and they said that my server doesn't received the ACK thus the retransmission. But I'm totally lost on what caused it and which side is having issues.
And I say again that only 1 connected IP is affected, others no problem

It seems that I can't change any of the system sound, every time I use custom sound it wont work. Is it something wrong with my windows or what. Thx

CRC errors

Is this a problem with my line or my router? I got this insane amount of crc error since last week and whooping to 14k just for yesterday.
