POKOK SENA, March 9 — Home Minister Datuk Seri Saifuddin Nasution Ismail has yesterday hit back at PAS, after the latter urged Putrajaya to act fairly and transparently in handling racial or religious incitement.

Saifuddin said that if Putrajaya is being strict in enforcing current laws involving the “3R” issues of religion, race, and the royal institution, leaders from the Islamist party would make up the bulk of those implicated.

“I can confirm that if action were taken based on existing laws, many of Takiyuddin’s colleagues would be affected,” Sinar Harian quoted him saying, referring to PAS Secretary-General Datuk Seri Takiyuddin Hassan.

“If I or the police were to enforce provisions under the Penal Code, the [Communications and Multimedia Act], or other laws, they would be among the most frequently penalised.

Saifuddin also reminded political leaders to stop exploiting the “3R” issues, warning that this could destabilise the country.

He also stressed that politics should be based on policies and solutions to benefit the public, rather than leveraging racial or religious sentiments to gain support.

Takiyuddin yesterday said that Prime Minister Datuk Seri Anwar Ibrahim should first act against those in the government for stoking racial and religious tensions.

Anwar had on Friday issued a warning to leaders and politicians not to exploit religious issues as a political weapon for personal gain.

The warning comes in response to certain parties spreading provocative statements, insults, and religious mockery on social media, including among politicians.

The Prime Minister’s Office had in response reminded all parties not to take advantage of the situation by inciting racial sentiments and sowing seeds of hatred in society.

Minister of National Unity Datuk Aaron Ago Dagang also urged the public not to spread provocative statements or insult other religions, reminding them of the negative consequences such actions could have on national harmony.

Parliament cafeteria shut down by health dept

KUALA LUMPUR: The main cafeteria within the Parliament building has been ordered to shut down for two weeks for health violations.

According to a notice from the Kuala Lumpur and Putrajaya Health Department, the cafeteria was ordered to close from 6pm on Nov 13 to Nov 26, issued under Section 11 of the Food Act 1983.

Lack of cleanliness is said to be the reason for its closure.

The current Dewan Rakyat meeting, which began on Oct 14, ends on Dec 12.

The cafeteria was operating on Wednesday morning before it closed.

Speaker Tan Sri Johari Abdul later said that he would summon everyone involved in the matter after the Wednesday (Nov 13) Parliament meeting.

“I want to know what happened and tomorrow (Nov 14) I will inform the status of my investigation tonight,” he said.

GISBH, subsidiaries never paid zakat

PETALING JAYA: Global Ikhwan Services and Business Holdings (GISBH) and its 20 subsidiaries have never paid zakat (tithe), Lembaga Zakat Selangor (LZS) revealed today.

After conducting a review, I can confirm that GISBH and its subsidiaries have never made any zakat payment to LZS, its collection division chief Fikri Naim Harun was quoted as saying in a Sinar Harian report.

We’re unable to estimate the total amount of zakat that needs to be paid, as LZS has not been provided with any information regarding the company’s assets and liabilities for us to make the calculations.

According to Fikri, GISBH was never left out of LZS’s zakat collection outreach programmes.

LZS has been doing outreach programmes everywhere, including to companies under GISBH, to facilitate zakat collection. However, to date, these companies have not paid any zakat, he said.

According to Fikri, under the zakat and fitrah regulations of the Syariah Criminal Enactment, individuals who intentionally neglect to pay zakat to LZS may face a sentence of up to three years in prison or a fine of RM5,000.

However, LZS is unable to enforce those laws now based on the advice of the Sultan of Selangor, Sultan Sharafuddin Idris Shah, who has instructed us to focus on dakwah activities for now, he said.

Last Wednesday, Inspector-General of Police Razarudin Husain was reported to have said GISBH had evaded paying taxes to the Inland Revenue Board (LHDN).

He said a joint investigation with LHDN found that the firm had never paid the relevant taxes to the board.

Singapore Plastic Bag Cheaper Than Malaysia

SINGAPORE – From Monday, shoppers must pay five cents for every plastic bag they take at major supermarket chains when a mandatory charge takes effect. About 400 outlets, including those operated by FairPrice, Cold Storage, Giant, Sheng Siong and Prime, will be participating in this move. The tally amounts to about two-thirds of all outlets in Singapore. Larger supermarket operators with an annual turnover of more than $100 million fall under the mandate. In the run-up to the mandatory charge, a Reddit user on June 27 noticed that a FairPrice branch was selling plastic bags in bulk near cashier counters. The user said each cost four cents.

Some netizens reacted, asking if this contradicts the go-green message, but a FairPrice Group spokesman said single-use plastic bags or food-safe bags have been available for purchase for years. The spokesman added that FairPrice has been encouraging the non-use of plastic bags, with its FairPrice Green Rewards Scheme, which started in 2007 and ran until 2018, offering a 10-cent rebate to customers who spent a minimum of $10 and used their own bags. The initiative was replaced with a plastic bag management programme. Since 2019, some FairPrice and Cheers outlets began charging for plastic bags. By 2022, all 178 Cheers and FairPrice Xpress convenience stores, and 11 FairPrice supermarkets, billed for the bags. The spokesman said this saved 57 million plastic bags in 2022.
FairPrice has also set up Bring Your Own Bag racks in seven outlets to encourage people to donate excess reusable bags for others to use.he spokesmen for supermarkets including FairPrice, Cold Storage, Sheng Siong and Hao Mart said they have trained staff to educate customers on the charge implementation from Monday. Posters encouraging customers to bring their own reusable bag have been placed around Cold Storage’s cashier counters ahead of the five cent plastic bag charge starting on Monday. They have put up posters and launched social media campaigns to urge customers to bring their own reusable bags.Sheng Siong has plastic bag holders at self-checkout counters that dispense a bag each time a customer adds one to his bill. FairPrice will be relying on an honour system, trusting that shoppers will pay for every bag they are taking.

Mr Oliver Yuen, senior economist and director (finance) of Research For Impact, a Singapore-based think-tank, said: “There will inevitably be instances of non-compliance in any honour system, especially in the early stage, when people are not accustomed to the... charge and are unfamiliar with the new checkout system. “Over time, people will gradually adapt to the norm of bringing their own reusable bags or paying for single-use bags.” The Straits Times saw oxo-biodegradable plastic bags, a type of plastic bag marketed as biodegradable, sold in bulk at FairPrice and Cold Storage branches. Ms Germaine Tan, chief marketing officer of Hao Mart, which operates 31 stores, said it switched to such bags in 2021, and started charging five cents for each from May 15. She added that the supermarket noticed customers being more mindful of their usage, and more are bringing their own bag. Ms Isabella Huang-Loh, chairman of the Singapore Environment Council (SEC), said oxo-biodegradable plastic bags do not fully biodegrade, but fragment into smaller pieces, or microplastics. These can stay in the environment for a long time and potentially harm ecosystems and wildlife. The additives used in the bags can also remain in the environment. Ms Huang-Loh added: “As all incinerable waste in Singapore is either recycled or properly disposed of at waste-to-energy plants, biodegradable packaging is less beneficial and can even hinder the recycling process when mixed with conventional plastics. “Instead, the priority should be for Singapore to reduce the amount of plastic waste through the promotion of reusable bags, recycling and transition to biodegradable or compostable alternatives that are certified to meet recognised standards.”

Retiree Tony Lim, 70, plans to reduce his plastic usage from Monday by carrying items he buys in his backpack or recyclable bags. Mr Tony Lim started carrying his own backpack at the end of last year, and does not plan to continue taking plastic bags. Madam Dorin Liew, 57, a part-time music teacher, said she has used reusable bags for over five years, a habit she picked up when travelling to countries that already charge for plastic bags. But she has not completely shied away from using plastic bags, which she reuses at home to line her trash bin. With the upcoming five-cent charge, she has started seeking alternatives for disposing trash to ensure her stock of plastic bags at home does not run out.

She said: “I will start separating wet and dry waste, and use empty bread bags to throw away the wet waste. I would probably still use normal plastic bags for dry waste, though.” Madam Dorin Liew said she started carrying her own reusable bag and plastic bags from home more than five years ago. But not everyone seems ready to wean themselves off the plastic-use habit. On Wednesday, ST observed shoppers at the FairPrice outlet in Junction 8 from 3.30pm to 4pm. Within 30 minutes, customers were seen taking a total of 431 plastic bags. The Monday start date was announced on March 2 by Senior Minister of State for Sustainability and the Environment Amy Khor. “The charge will apply to all disposable carrier bags, not just plastic bags, as all bags require resources and generate carbon emissions during their production and disposal,” she noted. Associate professor of marketing at Singapore Management University Thomas Allard anticipates the five-cent charge will lead to a decrease in single-use bag consumption. He said: “I think the effect will come from having to request a bag instead of being given one by default, forcing consumers to consider whether they need that extra bag. As a society, we must ask ourselves if we are willing to live with the inconveniences of a more sustainable lifestyle and what steps, even the small ones, we are willing to take.” SEC suggests that supermarkets can promote the use of reusable bags by starting a community sharing of bags or offering rewards like discounts. They can run educational initiatives and offer bulk purchasing for grains and nuts to reduce the need for disposable packaging.

KUALA LUMPUR: The Skypark Link service between KL Sentral and Subang Skypark will be temporarily suspended from Feb 15, said Transport Minister Anthony Loke.

He said the decision was made following poor ridership of the service, with roughly 80 passengers daily.

"Based on a study, we found that the service, which is subsidised by the government, was met with a lukewarm response with less than 100 passengers daily.

This, he said, despite the RM15 million spent annually for 32 trips daily.

"(While) at the same time, KTM (Keretapi Tanah Melayu) Komuter service for the northern route and Klang Valley do not have enough trains (to cater to high passenger volume).

"Therefore, this matter was discussed during the post-cabinet recently and we decided to halt the service temporarily," he said after handing out Chinese New Year goodies to KTM passengers at KL Sentral today.

He said the service would resume maybe in a year or two, or if there is a high demand for it.

Loke said four sets of trains currently used for the Skypark Link service will be redeployed, with two sets to be used for the northern route and another two in the Klang Valley.

He said the move is set to save the government RM15 million, and the allocation going to other KTMB initiatives.

"With that I would also like to announce that the free train rides for primary school students in school uniforms and persons with disabilities for KTM service in the east coast between Tumpat and Gemas will also start on Feb 15.

"In the east coast, particularly between Dabong and Kuala Gris, there are 150 students using the service."

He said at present, students are paying RM2 daily for the return trip.

"This free service did not require additional allocation, as we are using the allocation (originally meant) for the Skypark Link service," he said.

Loke said the free rides would be expanded to also include secondary school students, with details to be announced later.

"We will discuss this further and announce it after Chinese New Year," he said.

Present was KTMB chief executive officer Datuk Mohd Rani Hisham Samsudin.

A recent study jointly conducted by the LKS Faculty of Medicine, The University of Hong Kong (HKUMed) and the Faculty of Medicine, The Chinese University of Hong Kong (CU Medicine) shows that a third dose of Comirnaty vaccine given to those who received two doses of either Comirnaty or CoronaVac provides protective levels of protective antibody against the Omicron variant of SARS-CoV-2; while a third dose of CoronaVac given to those who received two previous doses of CoronaVac does not provide adequate levels of protective antibody. The findings show that two doses of either Comirnaty or CoronaVac vaccines provide very poor virus killing (neutralising) antibody responses against Omicron.

KUALA LUMPUR, 14 Dis -- Kementerian Kesihatan (KKM) memberi kelulusan pendaftaran bersyarat bagi produk Ronapreve Solution for Injection or Infusion sebagai rawatan dan pencegahan COVID-19 di negara ini.

Ketua Pengarah Kesihatan Tan Sri Dr Noor Hisham Abdullah berkata perkara itu diluluskan dalam Mesyuarat Pihak Berkuasa Kawalan Dadah (PBKD) kali ke-367 yang bersidang semalam.

Bagaimanapun, beliau memaklumkan produk Ronapreve itu tidak bertujuan untuk digunakan sebagai pengganti bagi vaksinasi COVID-19 dan tindakan kesihatan awam terutamanya pematuhan prosedur operasi standard (SOP).

"Indikasi yang diluluskan oleh PBKD ke atas produk Ronapreve adalah rawatan Ronapreve iaitu rawatan untuk pesakit dewasa dan remaja berusia 12 tahun dan ke atas dan mempunyai berat badan sekurang-kurangnya 40 kilogram (kg) yang tidak memerlukan oksigen tambahan untuk COVID-19 serta mereka yang berisiko tinggi mengalami penyakit COVID-19 yang teruk.

“Kedua, pencegahan Ronapreve yang bermaksud pencegahan COVID-19 pada orang dewasa dan remaja berusia 12 tahun dan ke atas dengan berat badan sekurang-kurangnya 40 kg yang terdedah atau berisiko tinggi terdedah kepada SARS-CoV-2 dan sama ada mereka mempunyai keadaan perubatan menyebabkan mereka tidak mungkin bertindak balas kepada atau dilindungi oleh vaksin atau tidak menerima vaksin COVID-19,” katanya dalam kenyataan hari ini.

Beliau berkata kelulusan pendaftaran bersyarat itu memerlukan maklumat kualiti, keselamatan dan keberkesanan produk tersebut dipantau dan dinilai berdasarkan data-data terkini dari semasa ke semasa, bagi memastikan perbandingan manfaat-risiko (benefit over risk) bagi Ronapreve kekal positif.

Pemegang pendaftaran bagi produk Ronapreve yang mengandungi bahan aktif Casirivimab dan Imdevimab pada kekuatan 120mg/ml itu ialah Roche (Malaysia) Sdn Bhd dan ia dikilangkan oleh F.Hoffman-La Roche Ltd, Switzerland.

Sementara itu, Dr Noor Hisham memaklumkan Bahagian Regulatori Farmasi Negara (NPRA) telah meluluskan permohonan Lesen Import Percubaan Klinikal bagi produk untuk pencegahan COVID-19 iaitu MK-4482 200mg capsule (Molnupiravir).

Menurutnya, Kajian Klinikal Fasa Tiga itu akan dijalankan di dua pusat penyelidikan di Malaysia dengan sasaran bilangan subjek seramai 20 orang yang berumur 18 tahun dan ke atas.

"Kajian ini dijangka akan mengambil masa selama sembilan bulan dan merupakan sebahagian daripada kajian yang dilakukan di peringkat global yang melibatkan pelbagai negara," katanya.

Permohonan lesen tersebut adalah daripada Merck Sharp & Dohme (Malaysia) Sdn Bhd dan pengilang Patheon Pharmaceuticals Inc., Amerika Syarikat (USA).

Gov now asking Rakyat Opinion on Minister

KUALA LUMPUR: Rakyat Malaysia kini berpeluang membuat penilaian terhadap prestasi 100 hari Menteri dan Kementerian melalui soal selidik di laman MyTinjauanAKM di pautan https://tinjauansoalselidik.mampu.gov.my/ms sehingga 15 November ini.

Menurut laman berkenaan, tinjauan itu diadakan bertujuan mendapat pandangan orang awam terhadap 31 Menteri dan 26 Kementerian dalam Program Aspirasi Keluarga Malaysia (AKM) 100 Hari Pertama Ahli Jemaah Menteri selepas pembentukan kabinet, 27 Ogos lalu.

Soal selidik itu yang bermula semalam, dilaksanakan Unit Pemodenan Tadbiran dan Perancangan Pengurusan Malaysia (MAMPU) dan Unit Penyampaian Kemakmuran Bersama (SEPADU) di bawah Jabatan Perdana Menteri (JPM).

Terdapat dua bahagian dalam soal selidik ini iaitu Bahagian A terdiri daripada soalan demografi serta Bahagian B yang mengandungi lima elemen penilaian yang hanya mengambil masa kurang daripada 5 minit.

Sebagai contoh, responden yang memilih menjawab kaji selidik berkaitan Menteri Kesihatan, Khairy Jamaluddin perlu memberi antara skala satu (lemah) hingga 10 (cemerlang) bagi soalan berkaitan aspek kepemimpinan, integriti, pemikiran strategik, penyelesaian masalah dan komunikasi berkesan.

Soalan yang dikemukakan antaranya merujuk kepada kebolehan beliau membimbing dan menggerakkan aspirasi rakyat bagi mencapai objektif ditetapkan termasuk sama ada Khairy berjaya menetapkan hala tuju dengan jelas bagi mencapai matlamat yang dirancang.

Soalan lain termasuk sama ada beliau memikul amanah dalam melaksanakan tugas, menjana nilai dan nilai tambah baharu kepada perkhidmatan teras agensi serta meluangkan masa untuk mendengar luahan, pandangan dan cadangan rakyat.

Responden yang memilih menjawab kaji selidik mengenai Kementerian Kesihatan pula, perlu memberi skala satu hingga 10 membabitkan tinjauan kepada aspek persekitaran, kebolehpercayaan, responsif, jaminan serta empati kementerian itu.

Tujuannya termasuk bagi meneliti tahap kompetensi kementerian dalam menyampaikan perkhidmatan serta sama ada perkhidmatan diberi mesra pelanggan selain memberi keutamaan kepada golongan yang memerlukan termasuk Orang Kurang Upaya (OKU), wanita hamil dan warga emas.

Bagi aspek persekitaran pula soalan yang dikemukakan merujuk kepada penyediaan kemudahan fizikal contohnya bagi Kementerian Kesihatan (KKM) termasuk di kaunter dan perkhidmatan dalam talian, peralatan serta penampilan warga kementerian atau agensi.

Selain itu, terdapat soalan sama ada kementerian bertindak pantas dalam memberi layanan perkhidmatan serta sama ada warga kerja melindungi maklumat peribadi pelanggan dan memberikan perkhidmatan dalam tempoh ditetapkan.

Orang awam selaku responden juga boleh memberi pandangan dan ulasan mereka di akhir soal selidik.

Perdana Menteri, Datuk Seri Ismail Sabri Yaakob, dalam ucapan Pembentukan Kabinet sebelum ini mengumumkan Menteri di 26 Kementerian dan lima agensi di bawah JPM perlu membuktikan pencapaian awal mereka dalam tempoh 100 hari pertama memegang portfolio.

Ismail Sabri berkata, prestasi Menteri dan kementerian akan dinilai berdasarkan tiga elemen utama.

Ia termasuk Penilaian Prestasi kementerian/agensi, Penilaian Kepimpinan berdasarkan keberkesanan keberhasilan inisiatif serta Penilaian Persepsi Awam terhadap Ahli Jemaah Menteri dan kementerian/agensi di bawah tanggungjawab mereka.

Sinovac approved in Australia for travellers

MELBOURNE (BLOOMBERG) - Australia recognised China's Sinovac Biotech's Covid-19 shot and India-made AstraZeneca jabs, paving the way for overseas travellers and fee-paying foreign students who have received those vaccinations to enter the country.

The nation's top drugs regulator, the Therapeutic Goods Administration, said the shots should be "recognised vaccines" in determining incoming travellers as being inoculated, Prime Minister Scott Morrison said on Friday (Oct 1).

Australia is starting to unwind some of the world's most intense pandemic border restrictions as vaccination rates across the country approach a key threshold of 80 per cent.

Recognition of Beijing-based Sinovac's shot, which has been approved by the World Health Organisation for emergency use, contrasts with Britain and neighbouring New Zealand, which are yet to endorse it.

A number of European countries have said they will accept the vaccine, known as CoronaVac, as part of programmes for vaccinated entry. The United States indicated similarly when it announced plans to open entry to most vaccinated foreigners last week.

Friday's announcement potentially opens the door to thousands of foreign students that have been shut out of Australia during the pandemic.

International education is a lucrative source of revenue for the country, worth A$14.6 billion (S$14.3 billion) to the state of New South Wales alone in 2019.

"Very soon, we'll be able to open those international borders again," Mr Morrison told reporters. "This will start happening from next month."

Vaccines made by Sinovac and the state-owned Sinopharm are among the most used in China, and have efficacy rates ranging from around 50 per cent to 80 per cent in preventing symptomatic Covid-19, lower than the messenger ribonucleic acid vaccines developed out of the US.

Sinovac is also one of the most-deployed Covid-19 shots globally, used from Indonesia to Brazil and Turkey.

Chile said earlier this week it would start administering it to children aged six to 11.

Covishield, the name of the AstraZeneca shot made by India's Serum Institute, was also recognised by Australia on Friday.

More than 57,000 students are estimated to be overseas, according to the government of New South Wales.

Chinese nationals are Australia's biggest source of international students, followed by those from India, Nepal and Vietnam, according to the Australian Trade Department.

The decision on Friday could also be seen as a potential olive branch from Australia, which has been on the receiving end of criticism and trade blockages from China since it asked for a global inquiry into the origins of the coronavirus.
