00:02:20.480 salaries and so on. Now, according to the PMO, MPs can earn up to 40,000 ringgit a month. When we take into
00:02:27.040 account things like allowances, like claims. So, we're not the ones who will have the full picture. You do. Let's get
00:02:33.360 some facts then on pay and perks. How much do Malaysian MPs make? Can you break it down for us?
00:02:38.879 Well, if you are a minister, total up is about 40 because you have the MP
00:02:44.000 allowance about 25 plus 15 or 14 15 that makes about 40. if you are minister but
00:02:52.160 you if you are non-executive which is just ordinary MP you get about 25 your
00:02:57.360 basic is about 16 the rest are allowances yeah meaning to say and this
00:03:03.360 is the cash with that 25,000 which is you receive monthly you have to pay your
00:03:10.560 office you got to pay this lady for your researcher or your staff got to pay
00:03:16.959 water electricity your own and on festive season people come ask you for
00:03:22.800 donation when school start opening then you got to pay you got you got to give some money to the children and haraya
00:03:30.319 comes in and Chinese New Year come in if comes in and people got sick you visit
00:03:35.760 hospital and all that happened within that 25,000 so it sound big I was 15 years and I'm
00:03:44.000 here myself it is not enough actually look big but if you break it down actually it goes to you know it depends
00:03:52.480 I don't think the MP are not that stingy when the funny thing is that sometime
00:03:58.159 you have a a situation whereby when the MP come back from after the um
00:04:03.360 parliament is over you come back and early in the morning you can see people queue up for for for many reasons you
00:04:10.799 know and you got to you got to somehow help them and that comes from that $25,000
00:04:17.279 a But don't MPs also get constituency allowance? I mean, isn't there a larger
00:04:22.880 amount that separate from the salary? Well, if you are at the moment or for even previous government, if you are a
00:04:29.600 government MP, you get about two 2 million plus uh a
00:04:34.880 year, you know, but it doesn't go to you. it goes to the ICU and there's an
00:04:40.400 agency that and again it goes for for you know uh projects small projects that
00:04:46.960 money doesn't come to you for example you have a calamity in your area flat
00:04:53.360 then you want to rebuild a bridge that is where the allocation come from or
00:04:59.600 something happened a tree falls on someone's house you want immediate action and that allocation
00:05:06.720 come from from that money. So that two plus million is not your money. It is
00:05:12.320 handled by the agency. Of course it is allocated to you but not to your
00:05:18.880 accounts. So it sounds big. Again I said it's not your money. Yours is probably
00:05:25.520 uh yours is about 16,000. Again there are bigger constituency like uh in Bangi
00:05:31.919 uh almost uh the voters about 260,000
00:05:36.960 in in Sububang you know so or you in Kalabakan Kalabakan is the size of
00:05:42.639 Kalabakan is as big as Bahang and that 25,000 will cover everything so you know
00:05:48.400 on that score it sounds big but actually very thin if you are to to work on on
00:05:55.440 belly basis it's very very thin One of the allowances given is for attendance. And um Dantry, I don't have to tell you
00:06:01.759 that this is one of those issues that Malaysians focus a lot on whether or not MPs are in fact in parliament. So this
00:06:08.880 question of attendance allowance, why is it needed? Because I think most people would assume well attendance is just
00:06:13.919 part and parcel. Yeah. But remember uh MPs have some other responsibility too. Some MPs are
00:06:22.479 chairman of certain corporation. Some MPs are overseas for for certain
00:06:27.919 reasons you know uh some MPs have to attend meetings outside the constituenc
00:06:33.360 I mean parliament so when they don't attend I can't give them allowances that that's the reason why we make sure that
00:06:40.720 if you are in the parliament you got to key in then I know that you are there uh
00:06:46.319 or else it will not be fair there are people who attend do get but those people who are do not attend they don't
00:06:52.960 get allowed So that's only fair. Well, that sounds fair. But okay, let's just put it this way. If you do come
00:06:59.919 every day, right? And so last year, I think there were about, correct me if I'm wrong, about 67 days of
00:07:04.960 parliamentary sittings. Last year was 77. 77, right? Okay. So 400 ringit, which is
00:07:10.160 I think is the allowance per day times whatever number you get close to 30,000
00:07:15.840 ringgit. 30,800 is what I have here. Yes, she's a math genius. Uh so I mean again
00:07:21.599 is it is it fair to give an allowance for actually just turning up at work?
00:07:27.840 Well remember as I said when you go back to your constency people don't ask you
00:07:34.240 do you have the money today I got a child sick in the hospital why be I need $200.
00:07:40.479 You got to go deep in your pocket and say look here or I have uh my kids are
00:07:46.080 going to university reporting for university tomorrow. I mean these are the issues that we have because they
00:07:52.080 don't have any other source and they got to you know go deep into their pockets and and help.
00:07:57.840 MPs also get a 2,500 ringit entertainment allowance. Um why and who
00:08:03.919 are they entertaining? Basically uh will in in community you
00:08:10.080 have all kind of people who organize things for example they organize a canori uh for to you know someone a
00:08:17.599 funeral for example don't tell me that you just go to by not giving even $250
00:08:23.919 that's one thing or you want you went you went to like my case I went to a
00:08:29.199 school that organized something like that the charity something like that I can't be giving $100
00:08:34.799 I mean you I mean reasonably you give what $1,000 you know so you add up that
00:08:40.399 meaning to say that whatever is given actually go back I don't say that everybody do that but most of us will
00:08:48.000 certainly give back or else you know some some is this is one thing story I
00:08:53.200 think I think we should know when you go to a wedding especially Malay wedding you know you put a money in the in in
00:09:00.320 the envelope and funnily enough the the the the host host would take your
00:09:06.480 envelope and put it in different pocket and after you walk away and the host
00:09:12.720 quickly open up the envelope, you can't be giving him $5 for a wedding. So, how
00:09:19.360 much how much is enough? That's an issue. So if you are in a in a larger
00:09:24.959 community like as I said bangi if you keep giving $200 per wedding you die
00:09:31.839 standing then you know I mean so that's what I'm saying so and towards
00:09:38.320 the end of the year thereund I I I attended 11 wedding in in a day so how
00:09:43.920 much should I give I don't this and and and you have funerals Chinese funeral Indian funeral
00:09:50.640 and Malay funerals So and differently you go to Chinese funeral they record how much you give there's a book you
00:09:58.000 know so these are the the the cultural issues that you got to understand you know yeah I want to uh ask you then you know

00:10:12.959 and keep them given uh if they're given by foreign host for instance are they subjected to certain ethics and
00:10:19.120 regulations under parliamentary ethics and the rules not at all. If you're an MP, you can you
00:10:25.040 can receive any gift from anybody for that. You there's no no regulation at
00:10:30.160 all. But if you're a deputy minister and ministers, yes, you better watch out because uh you got to report what you
00:10:36.480 receive and it has to be recorded because probably when you receive you
00:10:41.760 receive not on your own personal capacity but for for the government and
00:10:47.519 on behalf of the government and that has to be recorded or else uh MACC will go after you say but if you're an MP it's
00:10:54.399 okay you know because you have no position nothing and no interest at all
00:10:59.519 and they give your whatever bunch of fruits or whatever it is. You don't have to report to the speaker. No, it's okay.
00:11:06.480 Galen Center, which of course does public health, they published an article recently pointing out that the
00:11:11.680 government can fund doctor's on call allowances uh uh uh and raise about uh
00:11:18.480 80 million ringit a year if we cut MP's um salaries by 50%. Now you know when
00:11:27.920 you hear this kind of comment coming from the public right uh that MPs really
00:11:33.760 shouldn't be paid so much and there people better that this money would be better served going to how do you feel?
00:11:42.160 Yeah, Sher, I I do understand. I have eight children. Six of them are doctors.
00:11:47.839 They complain to me every day. But I say, look here, if you start talking about giving
00:11:53.920 allowances to doctors, how about the policemen? How about the firemen? How about everybody? So, same thing. The
00:12:00.959 thing is that as I said, doctors earn 4,000. For
00:12:06.399 example, the housemen earn about 4,000 a month. And this houseman doesn't have to
00:12:12.000 go to give anybody for that matter. That's yours 100%. But an MP as I say if
00:12:17.360 you to go to his office and ask for help help are you saying that the MP say I'm
00:12:23.279 not going to help you because this is mine. It doesn't work that way. So normally NP will helps and MP are
00:12:28.880 expected to do all kind of culture. Not only the attending parliaments, you also
00:12:33.920 visit con students, you visit uh you know you are given
00:12:39.120 assignment to go overseas meetings. you also so many things you know and and I
00:12:44.240 am yet to see an MP who has holidays uh you know doing nothing for
00:12:51.279 every two weeks to every two days in a week you know in fact that Saturday and Sunday is the busiest day I mean going
00:12:58.240 through my period so no weekends for no weekend no weekend at all no weekend
00:13:03.760 and that is exactly the days that people want to see you you know if you if if
00:13:10.480 the parliament session session in session you start work at 10:00 but on Saturday Sunday you start probably as
00:13:16.480 early as at 7:00 people queue up to see you and sometime people see you right
00:13:21.680 until midnight and they want to and then you have uh responsibility to your your
00:13:26.720 not only to consume but so you have to you are party member you know your party man and uh you know you add it up I tell
00:13:35.040 you uh it's it's endless uh you know endless you keep on people.
00:13:40.959 So, we do have a question on that point by a listener who wants to remain anonymous who asks, "Is the dispersement
00:13:46.880 of MP allowance to requesting constituents feudalistic and based too much on the discretion of the MP versus
00:13:53.360 more structured and objective application process to ensure fair dispersement based on need?"
00:13:58.639 Well, it depends on what you're talking about dispersement. This is your money. If this is your money, your discretion,
00:14:05.360 I want to give Mr. A $5 or Mr. B $50. Again depends on the gravity of the
00:14:11.680 situation. But if you are government MP who has about 2 million plus a year but
00:14:18.560 again again again that you will be getting advice from the authority from
00:14:24.560 the district office and from the Jabatan Kabajikarak whatever it is because they
00:14:30.160 are the one they would certainly advise you how much should be given to this
00:14:35.360 particular issues. For example, if a bridge is collapsed or someone's roof
00:14:40.880 flown by the, you know, typhoon or whatever it is. So again,
00:14:46.959 you don't hold the money. You don't have the the power over that money. What you can do is advise or request the agency
00:14:54.959 to help. Again, the contractor and everything else is decided by the government agency. you
00:15:01.440 might advise them take a to help whoever a small contractor is but at the end of
00:15:07.760 the day it's the agencies that have the power to do that and they pay direct not through you okay I want to because you
00:15:13.760 touched on the question of culture and MPs and what voters want uh and but can't the MPs just say to the
00:15:20.880 constituent why don't you go to the welfare department and get that help are you going to are you dare to say it
00:15:27.680 you're an MP you're elected by the people are you there to say it. You can't. I mean, you just simply can't. I
00:15:34.320 mean, I've seen people again and again keep on asking for your money. I almost say, why don't you go to these people,
00:15:40.480 but you just simply can't because there are cases people bring their babies and
00:15:45.680 asking for I know he came or she came last last
00:15:51.839 last two weeks again. She came again and see me. I can't be saying say no no I
00:15:56.959 can't give you when when the baby is around. So these are the issues that we have you know is a reality of life.
00:16:03.120 We wanted to also touch on some of the kind of major things that have occurred including the parliamentary services act
00:16:09.199 which was passed in March this year and that was a big win for you. Talk to us about it. Well thank God the government is and
00:16:16.560 finally the government is listening to us. Well we need this uh this uh act so
00:16:24.880 that we can be independent. So so that we want to be to be divorced from from
00:16:30.079 the executive. We have been there for 33 years under under the executive. So
00:16:36.160 there are certain things that I think uh we have been telling people that we are truly democratic
00:16:41.680 democratic country but at the end of the day the prime minister's uh office is
00:16:47.519 telling us what to do you know but now that we have this PSA parliamentary services act the uh programming and
00:16:56.880 everything else lies in in the committee which I'm the chairman with co-chairman
00:17:03.199 with the uh president of the upper house. So this is where we can we can plan we can at the same time oversee so
00:17:11.679 many things you know and the creation of so many committees at the same time uh hire and fire we we
00:17:20.240 can hire the best brain uh to work with us at the same time you
00:17:27.199 know we can we can have so many programs um for the betterment of not only MPs
00:17:33.600 but also the uh supporting staff and financially we are independent now
00:17:39.679 you know so we know uh when the government decided after the uh budget session by
00:17:46.720 after the budget session give us x amount of money so we know how to plan you know so uh by by having said that uh
00:17:56.160 you know uh at the end of the day uh the independence is important we used to have one minister is in charge of
00:18:03.520 parliament now We we do have but he's or she is organizing
00:18:08.720 go between and not telling us what to do but she is the one that I mean someone need to report to the cabinet what's
00:18:15.919 going on. That is exactly the the function of the current minister in prime minister's department not to tell
00:18:22.080 us what to do. You know, we've been following this story quite closely and we've had um independent parliamentary
00:18:28.000 researchers like Balak Krishnan speak to us about some of the kind of developments and the good points but
00:18:33.760 also some of the weaknesses especially around the continuity with the select committees and you know the
00:18:39.360 independence. Is there still room for improvement? Oh yeah. Now just a couple of weeks ago
00:18:46.160 we have approved that all the 10 slack committee will not be an atob basis no more. It is now uh stabilated and put in
00:18:55.600 the standing order. Meaning today the 10 select committee will stay
00:19:01.679 permanently in the standing order. Meaning to say any government for that matter or future government would
00:19:08.160 certainly have to mobilize this this 10 select committee. Uh as compared to
00:19:14.320 before it used to be at halt. Meaning to say that once the uh parliament dissolve the whole select committee is gone. No,
00:19:20.720 no, no more. Now, so uh number two is that I've increased the number from 9 to
00:19:26.400 12 members to make it uh bigger and uh I
00:19:32.080 call it stronger for that matter and they have chairman and deputy chairman and they are fully funded now fully
00:19:38.880 staffed and the term of reference are much much
00:19:44.400 I would say uh larger than what it used to be you know and we want them to
00:19:50.880 complement the the the cabinet so that the select committee would have independence same time I don't control
00:19:57.440 them and uh certainly uh I would like to see how this cabinet and select
00:20:03.039 committee can work together there are certain things probably overlooked by the cabinet then will be demanded by the
00:20:09.360 select committee you know the because select committee have the authority for that matter to call anybody to appear
00:20:15.520 before them you know I mean that that com that helps and uh I think so much
00:20:21.679 improvement have been done. Tanri, I'm sure you knew coming in that um some of the things we're talking
00:20:26.880 about today are not so clear to the general public. What they tend to see is how MPs behave and that of course is

00:20:52.799 you. How do you manage to handle the all the MP's uh behaviors in the parliament

00:21:08.000 there come a situation that uh there is a an issue a big issue or small issue

00:21:21.280 in the TV that not behave uh so politely.

00:21:38.799 swallow every day. Uh nevertheless uh yeah I was lucky or I'm lucky for that
00:21:43.919 matter because I was an MP for 15 years before I was a speaker. So I do
00:21:49.760 understand in fact out of that 15 years 13 years I was in opposition and two
00:21:55.600 years I was in the government then back to become a position again. But the point is that uh you you somehow you
00:22:02.159 understand the character of all the MPs. You see I classified them into two
00:22:08.960 groups. One group is they are politician. Politician thinks about next election
00:22:16.000 but they also leaders. Some are leaders. leaders think about next generation
00:22:21.360 but more politician their leaders and and I understand when be when they are
00:22:27.440 uh politician they want their voices and and their behavior to be seen by the
00:22:35.200 people in their Kambong and when they go back to Kamote say I spoke remember when I was shaking my
00:22:41.919 hand I was bang bang bang bang do you see that yeah that was me I can understand that I can understand that's
00:22:48.159 very very seldom that I mute. I I want them to listen. I want to you can yell
00:22:54.000 and whatever it is. I want them to understand this is what you say in parliament and what exactly those words

00:24:45.840 elected again and again and again and again I guess that that is indication that you have done a good job and people
00:24:52.080 like you. So there are MPs who are quite senior in age but they keep on being
00:24:59.200 elected meaning to say that they have done good job whatever you say. uh but to me that is like a yard stick by the
00:25:07.039 end of the day we are talking about huge number of people who will decide your fate in the future so that's why I keep
00:25:13.440 on reminding MPs behave because your people are watching you you might not be
00:25:18.559 like the next round if you don't behave that's it you mentioned your time in parliament in
00:25:24.240 the almost two decades that you've been in the day one have you seen a change in culture I mean and in line with that
00:25:30.960 what is your hope for how what legacy you leave behind as speaker of the house. What is your dream for parliament
00:25:37.039 in that sense? Well, I would like to see that uh number one uh the MPs are more knowledgeable.
00:25:45.840 They speak based on data. Uh you know keep politics aside. You
00:25:52.400 want to you know talk about politics do it outside the the the chamber. But once
00:25:58.400 you are inside the chamber you know do talk about people interest spend time uh
00:26:05.520 giving suggest that's why I keep on saying this many people don't like it
00:26:10.799 but as a speaker I have to say that I have to categorize MPs in three categories the good the bad and the ugly
00:26:18.559 the good one would give suggestion you know we give advice and you know these
00:26:24.640 are the good one but the bad one will complain all the time whatever you say you give red he want black you give blue
00:26:31.279 he want green you know that kind of stuff always complain but the worst one is the uh ugly the one
00:26:38.400 that do not come to parliament absent all the time but outside you make a lot
00:26:43.679 of comments about parliament about this and about that you know speaker is wrong about but you don't even come to
00:26:49.440 parliaments so I would like to see more of the good one you know sit down and
00:26:54.480 talk and you know debate with the facts with issues are very concerned and and
00:27:00.240 and you know is really uh peopleentric. Do you think you're making progress in that regard? We are. We are because I have select
00:27:07.679 committee. I have I call the uh uh meetings among among select committee
00:27:13.200 chairman. I call I call the leaders of the the what you call it um parties
00:27:18.640 party leadership to my room. We discuss I need their suggestion you know and we
00:27:24.559 have caucus. we have so many other things you know and I send them overseas
00:27:29.679 to be exposed. So these are thing that uh we can do but certainly I I've seen uh improvement
00:27:36.159 from time to time you know I think the uh what lat sambel balaja thing is also something that a lot of
00:27:42.080 religious don't like but anyway coming back to how we started this uh conversation tantri the question of the

DBKL give approval - J. Satine Apartment

"Following a thorough review and acceptance of the independent check consultant report, DBKL has granted approval for work to recommence on Phase 3 (SOHO Block) and Phase 2 (Blocks A and B) of the J Satine development," the construction group said in a bourse filing on Friday.

As for Phase 1 (Blocks C and D), construction will commence once the required foundation strengthening works are fully completed and verified by other parties, the group said.

"We are pleased with the decision by DBKL, which acknowledges the positive findings regarding the safety and stability aspects outlined in the independent report," said TCS director Datuk Tee Chai Seng.

He reiterated that the incident was not caused by the group, citing test results which confirmed the construction quality exceeded required strength and was not due to material or workmanship issues.

In November last year, DBKL ordered the suspension of construction work at the J Satine project following an investigation into residents’ complaints about an explosion at the site, which revealed cracks in the shear walls, columns, and floors of units from the eighth floor and above.

KUALA LUMPUR (Feb 17): Malayan Banking Bhd (KL:MAYBANK), Malaysia's largest banking group by asset size, announced the departure of its group chief financial officer (CFO) Khalijah Ismail with immediate effect, following an internal inquiry.

However, Khalijah, who has worked at Maybank for more than 33 years, said in a statement that while Maybank's bourse filing frames her departure as a result of an internal inquiry, she claims that it is a termination.

The senior executive said she will take legal action against “the bank’s decision and protect her reputation”.

In a bourse filing, Maybank did not disclose details of the aforementioned internal inquiry, which led to Khalijah’s departure.

Khalijah was appointed as Maybank’s group CFO back in October 2021, after serving as acting group CFO since June that same year.

“I strongly disagree with the bank’s decision. No specific reasons were given for my termination, other than a claim that the bank has lost trust and confidence in me,” Khalijah said.

“I categorically deny any wrongdoing,” she commented in the statement.

KUALA LUMPUR (Jan 15): Steel products maker Colform Group Bhd has priced its initial public offering (IPO) at 36 sen per share, which will gross up to RM60.63 million, ahead of its listing on the ACE Market.

At the IPO price, the Sabah-based firm is expected to have a market capitalisation of RM216 million upon listing. That values the company at about 17 times the earnings of its last financial year compared to its Ace Market peers TSA Group Bhd’s (KL:TSA) 13 times and Tashin Holdings Bhd's (KL:TASHIN) 18 times.

Colform's IPO involves the public issue of 114.42 million new shares and an offer for sale of 54 million existing shares, according to its prospectus launched on Wednesday. Altogether, the listing will offer investors up to a 28.07% stake in the company.

Applications for the IPO shares will close on Jan 23, and listing has been scheduled for Feb 10.

Colform mainly operates out of Kota Kinabalu, Sabah, serving the East Malaysian market. The company manufactures and processes steel products, as well as trades building materials.

The company also offers supply and installation services for its steel products, and provides project management services for construction projects.

“This IPO will enable us to expand our capabilities with a new colour coil coating production line, enhance operational efficiency, and establish our presence in Peninsular Malaysia,” Colform managing director Kang Ket Hung said in a statement.

Of the gross proceeds of RM41.19 million from the public issuance, RM18.09 million will be used for working capital, and RM9 million for setting up a colour coil coating production line at the Kota Kinabalu factory.

The company has also earmarked RM5.1 million for expansion into Peninsular Malaysia, including establishing a branch office and leasing a factory in Klang, and RM4.5 million for constructing a storage facility in Kota Kinabalu. The remaining RM4.5 million will be used to defray listing expenses.

Meanwhile, the offer for sale of existing shares will gross RM19.44 million, and accrue entirely to selling shareholder Kang Ming Trading Sdn Bhd, whose stake will be reduced to 71% after the IPO, from 95% currently.

Kang Ming is owned by the Kang family under patriarch Kang Ah Hin, who serves as a non-executive director of Colform.

Mercury Securities Sdn Bhd is the principal adviser, sponsor, underwriter and placement agent for the IPO.
