            <title>HSBT asked to give more details on broadband servi</title>

            <description>PETALING JAYA: High Speed Broadband Technology Sdn Bhd (HSBT) had its say yesterday on its proposed privately funded RM18bil high-speed broadband (HSBB) project but was told to submit a detailed proposal to the Cabinet Committee on Broadband in a week.&lt;br /&gt;&lt;br /&gt;Pahang Menteri Besar Datuk Seri Adnan Yaakob, who led a 10-member team to the meeting, made the presentation, which lasted about 20 minutes and elicited several questions.&lt;br /&gt;&lt;br /&gt;Those in the know say HSBT presented a concept paper and the committee led by Deputy Prime Minister Datuk Seri Najib Tun Razak wants to look at its detailed proposal before making a decision.&lt;br /&gt;&lt;br /&gt; Datuk Seri Adnan Yaakob It is learnt that Energy, Water and Communication Minister Datuk Shaziman Abu Mansor, his senior ministry officials and Malaysian Communication and Multimedia Commission chairman Datuk Halim Shafie were among those present at the meeting.&lt;br /&gt;&lt;br /&gt;Giving HSBT a chance to present its case means the Government is willing to listen to other parties with alternative proposals to wire up the country and the signing of the RM11.3bil HSBB project with Telekom Malaysia Bhd &amp;#153; is on hold.&lt;br /&gt;&lt;br /&gt;The HSBB project came about when the Government decided to increase broadband penetration in Malaysia.&lt;br /&gt;&lt;br /&gt;The initial plan valued the project at RM15.2bil but it was later scaled down to RM11.3bil in a private sector/government initiative. TM was the “preferred partner’’ based on one proposal, sources said.&lt;br /&gt;&lt;br /&gt;Of the project cost, the Government will fork out RM2.4bil and TM the balance RM8.9bil. A total of 1.3 million lines are to be rolled out under zone 1, covering the Klang Valley, Iskandar Malaysia and industrial areas nationwide.&lt;br /&gt;&lt;br /&gt;The agreement signing was originally slated for July 1 but was delayed as the Government needed time to sort out its portion of the funding.&lt;br /&gt;&lt;br /&gt;A new date was then fixed for Aug 14 but just days before that, it was called off again as the committee wanted to see HSBT’s proposal.&lt;br /&gt;&lt;br /&gt;HSBT is a special purpose vehicle with a paid-up capital of RM1mil. It is jointly owned by Pahang government unit Pahang Technology Resources Sdn Bhd and privately-owned Bumiraya Resources Sdn Bhd. Adnan is chairman of Pahang Technology Resources.&lt;br /&gt;&lt;br /&gt;HSBT wants to wire up 2.5 million premises over 10 years at a cost of RM18bil with private funds and plans to issue bonds to secure funding if given a chance.&lt;br /&gt;&lt;br /&gt;HSBT’s technology partners are renowned Japanese, South Korean and Swedish vendors who are able to deploy a network that offers higher speed than what TM is proposing.&lt;br /&gt;&lt;br /&gt;In a report, an analyst said the capital expenditure (capex) for HSBT was lower at RM7,200 per line compared with TM’s RM8,700. “If HSBT’s figures are reliable, it also raises the question why TM’s capex per line is substantially higher when TM already has an extensive fibre-optic trunk and back haul.’’ the analyst said.&lt;br /&gt;&lt;br /&gt;Up to Tuesday, TM is said to be still lobbying to cement its hold on the HSBB project by meeting senior government officials.&lt;br /&gt;&lt;br /&gt;Up to now, HSBT has made enough noise to be heard but it is unclear if the company stands a chance of overturning TM’s fate in the HSBB project.&lt;br /&gt;&lt;br /&gt;Nonetheless, it would be interesting to see how the Government evaluates HSBB’s detailed proposal while taking cognisance that TM undeniably has the track record while HBST has the will to tap private funds for the project. &lt;br /&gt;&lt;br /&gt;So, what do you all think about the proposal to gov?</description>

            <title>Players against award of broadband project</title>

SIDHU&lt;br /&gt;&lt;br /&gt;THE building of an ultra-fast cyber highway in Singapore is in the pipeline and once this is up by 2015, it will shake the republic's telecoms industry&lt;br /&gt;that is now dominated by Singapore Telecommunications and StarHub.&lt;br /&gt;&lt;br /&gt;The move to have a separate network was to prevent one telco from dominating the scene. At the same time, this would allow more small firms to offer online&lt;br /&gt;services without being bogged down by the cost of building the network, media reports quoting the government in the republic said.&lt;br /&gt;&lt;br /&gt;The Singapore government is forking out S&amp;#036;750mil for the highway, and the tender process is open and transparent. It will have speeds 10 times faster but,&lt;br /&gt;most importantly, users will be given more choices.&lt;br /&gt;&lt;br /&gt;That is neighbouring Singapore.&lt;br /&gt;&lt;br /&gt;In Malaysia, over 80% of all fibre networks is wired up by Telekom Malaysia Bhd &amp;#153;, which has 95% share of the fixed-line market and 96% share of the&lt;br /&gt;broadband market. The fibre optic networks of Time dotCom Bhd and other players pale in comparison with TM's fibre network.&lt;br /&gt;&lt;br /&gt;In September, the Government awarded TM a RM15.2bil high-speed broadband services project which is to be rolled out over a 10-year period under a public-private&lt;br /&gt;partnership. The Government, which would invest a third of the amount, said the role of other industry players in the project would be determined later.&lt;br /&gt;&lt;br /&gt;TM was supposed to sign the agreement with the Government on the project in February but this was delayed due to the general election. When the signing&lt;br /&gt;will be held, is unclear.&lt;br /&gt;&lt;br /&gt;On Sept 13, a few days prior to the announcement, industry regulator Malaysian Communications &amp;amp; Multimedia Commission (MCMC) had briefed the players on&lt;br /&gt;the RM15.2bil contract.&lt;br /&gt;&lt;br /&gt;The players voiced their discontentment on such a huge contract being awarded to one party as they felt it was against the spirit of the Communications&lt;br /&gt;&amp;amp; Multimedia Act (CMA) 1998, which is essentially about more competition and less regulation. Giving it to one party to them was akin to creating a monopolistic&lt;br /&gt;environment.&lt;br /&gt;&lt;br /&gt;So what did some of these other players that are in the broadband business want?&lt;br /&gt;&lt;br /&gt;They wanted the MCMC to discuss this issue so that the views of the industry would be heard. They didn&amp;#39;t want the entire project to be awarded to one player&lt;br /&gt;as they reasoned there must be reasonable competition for any industry to grow. They cited how the cellular industry had thrived with competition and said&lt;br /&gt;they would like to see the broadband industry follow the same trend.&lt;br /&gt;&lt;br /&gt;Some of them felt, and even some analysts concurred, that the RM15.2bil figure was &quot;a bit too high&quot; to roll out services to 2.2 million premises.&lt;br /&gt;&lt;br /&gt;One even suggested that the amount to be forked out for the project be used to boost Time dotCom's fibre optic network so that it would become a second&lt;br /&gt;broadband competitor in the country. But a rate should also be fixed for lease of the fibre usage to other players&lt;br /&gt;&lt;br /&gt;Another suggestion was to allow a network to be built by a consortium of industry players so that each player could use the network to roll out services.&lt;br /&gt;This means any broadband user can lease the network at a fixed price but compete on pricing of the service.&lt;br /&gt;&lt;br /&gt;One can argue that there are enough licences issued for WiMAX and 3G and these players can roll out broadband services, but wireless broadband is meant&lt;br /&gt;for people on the move and, for very high-speed data transmission and IPTV, fibre is the best.&lt;br /&gt;&lt;br /&gt;A level playing field is what the other players want in the spirit of the CMA &amp;#39;98 so that they can survive alongside bigger players and not be sidelined&lt;br /&gt;by high interconnection rates and squeezed by high rates for leased space.&lt;br /&gt;&lt;br /&gt;For the consumer, choices and quality are important and, at the same time, any service should be provided not just for urban centres but also for rural&lt;br /&gt;centres so that the digital divide is narrowed.&lt;br /&gt;&lt;br /&gt;If Singapore can provide so many choices to the user and allow smaller players to grow, perhaps it is time to revisit the objectives of the RM15.2bil project.&lt;br /&gt;&lt;br /&gt;--------------------------------------------------------------------------------&lt;br /&gt;&lt;br /&gt;</description>

            <title>Looking for a Modem+Wireless+Routher...</title>

            <description>Hello,  I am looking for a modem that enable my Desktop and laptop to connect to streamyx.&lt;br /&gt;1.  My desktop is currently connected using a riger modem provided by TMNet.&lt;br /&gt;&lt;br /&gt;2.  My laptop currently have a wireless adapter built in.  Its the 800.12G if i&amp;#39;m not wrong.&lt;br /&gt;&lt;br /&gt;3. I want my laptop to connect wireless on my streamyx  so that I can surf the net even on my bedroom.&lt;br /&gt;&lt;br /&gt;How should I setup?  I dont want to use that Riger modem anymore.&lt;br /&gt;Is there any modem that let me manage this task? &lt;br /&gt;Please help  because I&amp;#39;m new to this things.&lt;br /&gt;Thanks...&lt;br /&gt;</description>
