video and sound stuttering

Wanna ask i am running on win 8 with random stuttering video and sound. especially when youtube.

after the stuttering starts, it wont stop and get worse until the GC stop responding and finally my monitor goes black.

is this problem related to graphic card?

when i monitoring the temp for gc is only max 58 celcius when it is ok. not sure about the temp when stuttering cos it happen so random.

anyone can help?

and without any optical drive n lcd monitor

amd or intel proc. is fine for me

but mainly i want to connect my new rig to LCD tv to watch movie.

i am using windows 7 ultimate chinese simp. version.
i wan to change my language to eng
but i cant install the eng. language pack from windows update
it shows error 80070002.

and i download the eng. language pack from internet also cant install manually.
it says that the language pack is not supoorted by my system.

any solution to this?
