fail to format external HD

i trying to format my external HD previously use for PS4 via Disk Management
it show the external HD "Not Initialized" as show in the picture below, try to Initiate Disk but encounter "The semaphore period has expired error"
any1 can help?

2. Asus Zenbook UX430UA
- i3 gen 7

which 1 better choice? mainly using for microsoft office related work
