Power on problem

Everytime i try to turn on the laptop, after i power on, all light is flashing, but the display gt nothings come on, after i turn off and turn it on for 3-4 times, I just able to open the com.

I'm using Compaq Presario V3000, i just format everythings. but still facing the same problem.

Need help my PC cant start up

Few day ago, my pc cant even turn on, afterthat i cant figure out what happen to my pc, so i take it to PC shop, but when they try to open my PC, everythings fine. So i take it back home, afterthat everytime i shut down my PC, all LED in CPU turn off, few seconds later, it automatic turn on again~~ so i have to direct switch off the swtich.

Today, when i turn on the PC, everythings inside the CPU runs, but i cant go in the window, the screen is black, and i heard the "beeb" every 10 seconds one time again and again, i try to unplug all things and plug in again, i still meet the same problem.

Any Pro Technician can help me??~~

my rig spec is:

Motherboard: Biostar A760G M2+ (half year old)
CPU: AMD x2 3800+ (half year old)
VGA: Sapphire 3850(3 months)
RAM: 1 x Corsair DDR2 2GB (half year old)
PSU: E view PSU 600w (1 year old)
HDD: 500gb WD SATA (1 year old)
