How to change dynamic ip?

Hi all, i'm a streamyx user with 1mb package. Most of the time after i connect my modem I get an ip address of 60.xxx.xxx.xxx and it is so damn slow. I was once connected to ip 124.xxx.xxx.xxx and to tell you the truth it was so much faster and less laggier in online games. I called tmnet and they told me that it depends on your luck whether u get 60.xxx.xxx.xxx or 124.xxx.xxx.xxx cause mine acct. is a dynamic ip acct. Anyway what sort of stupid answer is that and I don't find it very dynamic cause i always get 60.xxx.xxx.xxx, So i'm posting here hope any of u guys could help me 2 connect 2 othere ip besides 60.xxx.xxx.xxx, maybe some software or scripts with step by step guide cause i'm not an IT guy. Thks in advance

Ok i'm using streamyx 1mb package. I always get 60.xxx.xxx.xxx for my ip address and i'm not very happy with the speed for 60.xxx.xxx.xxx ip. Last night I got 124.xxx.xxx.xxx for an ip and it was much faster. I called tmnet they told me my account was a dynamic ip account which means i get random ip's but i don't find it very dynamic when i always get stuck with 60.xxx.xxx.xxx for an ip. So i'm seeking help here to learn how to connect to other ip's besides 60.xxx.xxx.xxx. Heard there is a script which i need to connect to other ip's besides the 60 one.

Hope any of you guys could help me here, i just want to connect to other ip's beside the ones starting with 60.

Thks
