What to do if my tenant late make payment to me?

Half year ago i rented my apartment unit to my tenant.

In this half year, he always failed to pay me rental fee on 1st week of month, and whenever i message him he has no respond.

Until today, he is still hasn't pay me this month rental fee, reminders to him since 1st week until today.

He just responded last week that his mother in hospital in hometown, and recent answer was he is coming back to kl and will make payment once arrived.

Although we have tenancy agreement, but seems he is not scare and dare to not answer me when to make payment.
charge him late payment charge but just 1.5% per month, he dare to drag make payment.

And i checked online, even-though the electricity & water bills he never make payment since the 1st day i rent the unit to him.

Although i have took the utility deposit from him, but just rm300, so if the TNB or water putus, i will rugi and pay it.

Usually how you guys against this kind of tenant who late pay rental fee ?

Would like to enquiry that, for a diamond which is 0.4 carat with GIA cert, clarity grade SI1, triple excellent, fluorescence None, total is RM3.8k (included tiffany 18k white gold casing), does it price reasonable ?

Any promotion for Diamond ring in this 2 months ?

So far i know Lazo is doing promotion, but i prefer quality cutting for diamond ring.

Hello forumers, about the EPF nomination, beside submitting the Nomination Form (KWSP 4) and a copy of Identification Card, do you need to bring witness along also ?
