Car Accident Claim - Need Advise Urgently

My car was hit by a motorcyclist yesterday night & the guy just ran away after he got up. Didn't manage to see his plate number as the area was dark & I can barely see his face, look like an Indonesian who ride without license. My car front bumper was dented,cracked & some deep scratches on the car bonnet but thank god the rest were ok. I called my Mitsubishi service center today to check the cost of a new bumper replacement & was told it cost about RM2138 to get a new bumper plus spraying new paint on the bonnet itself.

Since I couldn't claim on third party NCD, I decided to claim on mine as it's quite costly for me to pay the amount of repair, moreover NCD 25% for second year is not that much also. I went to make a police report today as it's part of the insurance claim process to submit all relevant documents. After I made my report, a workshop guy approached me to rendered his help on my situation. I told him my incident & he told me he could help me to settle everything without touching my NCD (He will helped to claim on 3rd party's NCD for my case) & without paying him any charges at all. I was surprised when asked him how could it be free to get everything done, he just told me that they got their own way of doing it & rest assured that the process it's all legal without giving me any problem. He asked me to bring along all the copy of my IC,driving license, insurance policy & car registration card to his workshop next few days. When asked how about the police report I just made? He said I can just forget it or throw it away.

I'm worry now & find it weird that these workshop guys can provide such services without going through any hassle process & they promised to fix your problem within a week. How reliable are they? How could they do everything without charging me anything? What will be my consequences in future? Will it affect my insurance or road tax? Will they modified my car secretly? Worse come to worst, will I be convicted to any criminal case as they claimed can help me to process claim on 3rd party's NCD?

I hope anyone of you who have this experience before could share with me so that I won't get conned by these people and end up with problems. Thanks again for your kindness & look forward for your sincere advice then.
