no new settings in windows or any software

When any key is press, it will pulse instead of being press

eg; in FPS game
press & hold W to walk
character would walk stop walk stop walk stop walk stop
same with any keys on entire keyboard

so i used OBS input overlay, it will show the key as if its being rapidly tapped instead of being held down continuously

different port same results

only thing I have not tried is different machine (dont have one)

has anyone experienced such an issue?
