Balcony Renovation

Has anybody had experience renovating the balcony as shown in pictures? I plan to level the balcony and install the tiles and glass fence. There is a 1 ft height beam in the center and the balcony is linked one side with the neighbor. A renovation contractor told me that only the outer partition can be level up same height with beam, the inner partition unable to be level up due to limitation in the load. If both outer and inner partition level up, the balcony unable to support the load and may collapse. If there is the case, the balcony floor will not be level and will have a 1 step up from inner partition to outer partition. Your valuable opinion is appreciated.
