I don't always come to forum, but when I do, I look for the best. So yeah, I need some recommendations from the pros/gods/taikors/boss.

What IPS monitor can I have with a cheapskate budget RM500+-

I will be using it frequently for movie/moderate gaming and you-know-la jk
I'm done using AOC e950Swn which is a TN panel, some gaming is fair but its a pain to watch movie, so its time to move on.

There's a Cantonese saying 'Peng, Leng, Jeng' it means cheap, beautiful and nice.
So what can I get?

Beware of scam, web "designers"

I'll just keep this short. I was representing my company to search for a web designer/developer whichever you feel appropriate. (Apologize for having 0 knowledge in web design/development, correct me if i'm wrong)

I was tasked to create a website which allows users to verify a series of numbers (hundred thousands of numbers)

Found this guy named Raymond Wong Rei Mun through a colleague, called himself a "web designer". Made appointment, agreed with everything including cloud server etc. (He knew I have no whatsoever knowledge in this field.)

The next thing he gave me was 5 piece of JPEG/PSD files which he quoted me RM2,200. A design concept of the website we had discussed earlier. He literally gave me the web's "graphic designs", in short Web Designer. And a cloud hosting ipserverone C8 costed RM4,200.

So what's next? Of course I got screwed by my management for the 5 pieces of JPEG images.

Nevertheless, Mr.Raymond suggested me to fork out another RM6k for the ACTUAL website. I dont think i have a choice since I already paid for the server, to save the trouble I agreed to pay him.

Conclusion, whatever he gave me was loads of bullshit, he is not even a web designer, he's just a middle man. My job was at stake as my management was unhappy regarding the matter.

Question:
How do you determine the price/quality of a web design/development?
Is there any guarantee the outcome of a web design/development will be positive?
If partial advance payment is fair for web designers/developers, how about the newbie consumers like me?
Web design/development in Malaysia is ready or not?

Please simply enlighten me regarding these questions, it would be great for me to learn how to look for reliable web designers/developers.
