Move to free hostage hits a snag

KOTA KINABALU: Negotiations for the release of Marine Police Kons Zakiah Aleip have hit a snag with a dispute that nearly ended in a gunbattle in Jolo.

The quarrel over ransom money was between negotiators and the Abu Sayyaf terror group holding Zakiah Aleip hostage on the southern Philippines island.

Philippines intelligence sources in Jolo said the gunbattle was averted with the intervention of a Moro National Liberation Front senior leader identified as Tahir.

The argument broke out between Abu Sayyaf leader Al Habsi and the negotiators led by Marmi Sangkula, a former MNLF commander, more than a week ago over the amount of ransom money delivered to the kidnap group which has moved Zakiah to a plantation in the jungle hideout.

Instead of the agreed 40mil Pesos for board and lodging, only 15mil Pesos (RM1.17mil) reached Al Habsi, said a Jolo source who requested anonymity.

“This angered Al Habsi and his gunmen and they decided to grab Marmi and several other negotiators around the border of Indanan and Patikul municipalities in Jolo,” he added.

The gunmen even went to the coast to see if the boats which ferried one or two Malaysians who were dealing with Marmi Sangkula were still in the vicinity.

“Fortunately for the Malaysians they were already out of shooting range,” the source said.

The source said Al Habsi issued a five-day ultimatum for the delivery of the balance of 25mil Pesos (RM1.96mil) while keeping Marmi Sangkula and his team under guard.

Marmi Sangkula’s men from a neighbouring area wanted to retaliate, but Tahir pacified the feuding sides, and the negotiators were later released, they said.

Tension, however, remained high although Zakiah was reported to be safe as negotiations continue, the sources said.

When asked about the incident, southern Philippines anti-kidnapping activist Prof Octavio Dinompo said he was aware of the latest development but declined to give details.

“I expect the situation to become clearer in a week or so,” said Dinampo.

Zakiah, 25, and Kunak fish farm manager Chan Sai Chuin, 32, for whom ransoms of RM3mil have been demanded, are among 10 held hostage by Abu Sayyaf.

On Saturday, one of the foreign hostages, Swiss national Lorenzo Vinciguerra, 47, escaped from the Abu Sayyaf fighters during a gunbattle with the Philippine military.

A Dutch man Ewold Horn, 52, who was with Vinciguerra, was unable to run away as he was sick and was still held captive near Patikul.

Killer looks like ‘Sivaji The Boss’

BUKIT MERTAJAM: The man believed to be the mastermind behind the brutal killings of Myanmar nationals has been described by a neighbour as looking like the main character of Sivaji The Boss, a Tamil blockbuster.

Anwar, an Indonesian, said the tenant of the “slaughterhouse”, also a Myanmar, wore sunglasses most of the time.

“He has long hair and would sometimes dress up like Indian actor Rajinikanth, who plays the main character in the movie,” he said outside his house in Kampung Pisang, Machang Bubok, yesterday.

However, Anwar, who has been living in the area for eight years, said he did not know the man nor his occupation.

“He kept mostly to himself. He only moved into the house with a woman, who could be his wife, recently,” said the 41-year-old.

“He’s always dressed neatly and is also quite courteous. He would smile at me and my friends whenever he walks by but never speaks to us,” he said.

The construction worker added that the man also prayed at the same mosque every Friday.

“He doesn’t look menacing. We’re really surprised to find out that his home was used as a place to chop up people,” said Anwar.

Noorshah Siti Hazariah Awang said she heard police knocking on her neighbour’s door early Monday morning.

“At that time, we didn’t know what the case was all about,” said the 37-year-old.

“The policemen only said kes berat (serious case). And then I saw the policemen escorting a man into the police car,” she said.

“I never thought that murders could have happened in the house next door to mine as I’ve never heard any screams or suspicious noises,” Noorshah added.

However, Noorshah added that there were always many people at the house.

“There were usually more than four,” she said, adding that there were two women living there.

The “two women” did not answer the door bell when The Star visited the place. However, the house owner, who lives nearby, answered in a hostile manner, saying “tak ada comment (no comment)” when approached.

It was reported that Penang police chief Senior Deputy Comm Datuk Wira Abdul Rahim Hanafi said the last two murders were believed to have taken place at the house.

Police recovered three long machetes, believed to be the weapons used by the suspects, in the house.

Police arrested 17 suspects to help in investigations over the murder of 18 Myanmar nationals in the state this year.

SDCP Abdul Rahim said revenge due to issues in their home country was believed to be the motive behind the killings.

Many human parts were discovered at several public places this year, with six cases in recent weeks.

They were found dumped at industrial areas with most of them wrapped in white cloth, bedsheets or sarong and left by the roadside.

Petaling Jaya: Remaja maut selepas dibelasah enam lelaki berusia antara 14 hingga 43 tahun di gelanggang futsal Apartment Permai, Tropicana, di sini, dalam kejadian kira-kira 11 malam, Khamis lalu.

Ketua Polis Daerah Petaling Jaya, Asisten Komisioner Azmi Abu Kassim, berkata remaja berusia 18 tahun itu disahkan meninggal dunia di Pusat Perubatan Universiti Malaya (PPUM) pada jam 9.30 pagi semalam.

“Dia dipukul sehingga tidak sedarkan diri oleh kumpulan suspek terbabit. Siasatan awal polis mendapati seorang daripada enam suspek terbabit sebelum itu bergaduh dengan mangsa.

“Mangsa kemudian menumbuk muka suspek berkenaan. Sejam selepas insiden itu suspek membawa lima lelaki dan terus memukul mangsa sehingga tidak sedarkan diri," katanya dalam satu kenyataan, hari ini.

Berikutan itu, katanya, polis memberkas enam lelaki di sekitar lokasi kejadian, semalam, bagi membantu siasatan.

Azmi berkata, kes disiasat mengikut Seksyen 302 Kanun Keseksaan kerana membunuh.

No More Fake IC Cartels In Sabah - Ahmad Zahid

Cartels involved in producing and selling fake identification cards (IC) no longer exist in Sabah, says Home Minister Datuk Seri Dr Ahmad Zahid Hamidi.

He said such activities which might have existed in the past were eradicated through proactive action and monitoring by the ministry and national registration department (NRD).

However, he urged the public to inform the ministry in the event they knew of any cartel operating in their midst.

"If there are individuals still involved (in such cartels), we want the public to inform the ministry or NRD so that surveillance and legal action can be done immediately," he told reporters after officiating the ministry-level Innovation Day here Friday.

Ahmad Zahid said this when asked to comment on reports by the Royal Commission of Inquiry (RCI) on illegal immigrants regarding the IC project tabled last Wednesday.

RCI found that unlawful issuance of blue identification cards to illgal immigrants in Sabah was financially motivated.

Chief Secretary to the Government Tan Sri Dr Ali Hamsa, when tabling the report, said the commission's findings did not show that the ICs were issued on political interests.

Ahmad Zahid said following the RCI report, the ministry would liaise with departments involved with the RCI, namely NRD and the immigration department, especially in Sabah, so that internal problems did not recur.

Besides that, he said holders of green identification cards would have a standard operating procedure (SOP) to determine their position, based on recommendations which would be looked into by the RCI permanent committee chaired by himself and Sabah Chief Minister Datuk Seri Musa Aman.

The RCI, in its report, also suggested for a permanent committee on illegal immigrants which would report to the Cabinet chaired by the prime minister.

At the same time, a working committee chaired by Sabah Deputy Chief Minister Tan Sri Pairin Kitingan will also be set up.

The RCI was formed on Aug 11, 2012 and given the power to investigate the number of illegal immigrants in Sabah who were given identification cards or citizenship.

Commenting on improvement efforts carried out by the NRD, Ahmad Zahid said the department no longer issued birth certificates to stateless children, especially in Sabah.

Instead, he said the department issued a birth document using a different colour.

"Security features of the MyKad will also be improved. The NRD carries out monitoring and investigations by plainclothed enforcement officers," he added.

Facebook user fined RM7,000 for spreading false news

Police's Cyber Unit traced youth's mobile phone registration number and location.

KLANG: A 23-year-old youth was fined RM7,000 or four months’ jail by the Sessions Court here today for spreading malicious news via Facebook last August. Muhammad Nur Hafiz Palpha, an internet installation company employee pleaded guilty before Judge Surita Budin to committing the offence through his facebook account “’Ringgo Pandan.”

He had posted the following: “Malam tadi India potong 6 orang Melayu Tabligh kat Pandamaran Klang balik dari tahfiz umur mangsa lima tahun hingga belasan tahun. Sila panjangkan…”

The statement is loosely translated as: “Last night, Indians cut up six Malay ‘Tabligh’ near Pandamaran, Klang while they were returning from religious class, victims were aged between five and teens. Please forward…”

According to the facts presented by deputy public prosecutor Rosidah Abu Bakar, a policeman based at the Pandamaran police station noticed the malicious posting at 8.15am on Aug 1. The policeman lodged a report after verifying that the statement was uncorroborated, and investigations conducted by the police’s Cyber Unit led to Muhammad Nur Hafiz’s mobile phone registration number and location.m He was arrested at No 7, Lorong D10, Kampung Pandan, Kuala Lumpur on Aug 7.

Police solve 23 Myanmar killings

GEORGE TOWN: Police have concluded that the savage killings of 23 Myanmar nationals, males aged between 20 and 40, in Penang recently were linked to ethnic tensions between Buddhists and Muslims in Myanmar. A police source who disclosed these details said a special task force from Bukit Aman managed to piece together the story after picking up a key suspect, from the Arakan district in Myanmar, last week.

The suspect reportedly led police to six other suspects who were also detained to assist in the probe into the killings of the 23 Myanmar nationals. The main suspect has since confessed, according to the source, that he had a hand in the killings.

“The main suspect said six of his family members were killed during communal clashes in his home state a year ago. We are now piecing the connection between all 23 cases to see if they were linked,” the source said.

“The root of the killings has been identified and we hope to wrap up investigations in the next few weeks.”

Penang police chief Abdul Rahim Hanafi, in a brief statement, confirmed that seven Myanmar nationals had been detained following the recent rise in the number of foreigners killed in the state.

“So far, they have been very cooperative. We have had some developments regarding the suspects,” he said in advising the public not to speculate.

ATVs to boost security in Sabah

Tough ride: Some of the ATVs provided for the Sabah police to carry out security assignments in hard-to-reach areas.

KOTA KINABALU: Sabah police received eight all-terrain vehicles to help them carry out security assignments in hard-to-reach areas, especially in the state’s east coast.

Federal police logistics department director Datuk Zulkifli Abdullah said the ATVs would boost security and make it easier for other vehicles as well to move about in previously inaccessible areas.

He thanked the Government for providing the ATVs towards helping the police ensure national security.

Zulkifli said RM92mil was allocated last year for the police force to beef up logistics in the east coast.

“The money is being used to build seven police stations, costing RM32mil, with equipment worth RM60mil,” he told reporters after testing out the ATVs at the Lahad Datu marine police base, about 400km from here, yesterday.

Zulkifli said another RM31mil had been approved to strengthen security in the east coast, especially at the Eastern Sabah Security Zone (Esszone).

“This includes upgrading the General Operations Force (GOF) posts in various locations as well as improving equipment and basic amenities, such as water supply,” he said.

He said he was satisfied with the upgrades being carried out at the GOF security posts in the Esszone.

The Malaysia national football team (Malay: Pasukan bola sepak kebangsaan Malaysia) nicknamed Harimau Malaya, after the Malayan Tiger, is the national team of Malaysia and is controlled by the Football Association of Malaysia (FAM). Before 1963, the team represented the Federation of Malaya and was known as the Malaya national football team.

The most significant successes of the team has come in the regional AFF Suzuki Cup (formerly known as the 'Tiger Cup'), which Malaysia won in 2010 for the first time in history. They beat Indonesia 4–2 on aggregate in the final to capture the country's first major international football title.

Malaysia had many top players since the creation of the Federation of Malaya until the country became known as Malaysia, such as the legendary Mokhtar Dahari and Sabah's Hassan Sani and James Wong, which led Malaysia into their golden age during the 1970s until the 1980s. Before Mokhtar, The Malaysian King of Football, Datuk Abdul Ghani Minhat was the most famous and respected footballer in the whole Malaya during the 1950s until the 1960s. Malaysia's 15–1 victory over the Philippines in 1962 is currently the record for the highest win for the national team and the record has never been broken since then. In the current generation, Mohd Safee Mohd Sali and Norshahrul Idlan Talaha are considered by Malaysians as their best striker pair.

In the FIFA World Rankings, Malaysia's highest standing was in the first release of the figures, in August 1993, at 75th. Malaysia's main rival on the international stage are their geographical neighbors, Indonesia and Singapore, and past matches between these two teams have produced much drama. Malaysia is one of the most successful teams in Southeast Asia along with Indonesia, Singapore, Thailand and Vietnam, winning the ASEAN Football Championship 2010 and other small competitions while improving at the same time.

In 2013, about 5.3% of the 150 fatal accidents on our roads involved vehicles beating the red light. These are accidents that would have been prevented if the motorists had slowed down when approaching traffic junctions or were prepared to stop when the traffic light signal turned red.

Since March 2014, as part of the ‘Safer Roads Singapore’ action plan, Traffic Police has begun installing digital red light cameras around Singapore to deter and detect motorists who endanger other road users by beating the red lights.

The consequences of beating the red light can be severe and fatal. Every Life Matters, let us all do our part to keep our roads safe by observing the simple rule of slowing down when approaching traffic junctions and stopping at the red light!

Malaysia join forces with US Marine to fight ISIS

M’sia to work with US to beat IS

KUALA LUMPUR: Malaysia will share intelligence with the United States (US) Marine Corps Forces to combat the ‘so-called IS militant group’ threat in this region, says Defence Minister Hishammuddin Tun Hussein. He said Malaysia and Asean nations could not take such threats for granted.

“The US experience in dealing with the IS in the Middle East is important for us to share information and intelligence,” the minister told the media after meeting with the visiting US Marine Corps Forces Pacific Commander Lt Gen John A. Toolan at the ministry in Kuala Lumpur, Monday.

Toolan said the US Marine Corps would strengthen its collaboration with the Malaysian Armed Forces, such as conducting joint training in the provision of military assistance in the event of disasters.

“We look forward to working in smart partnership in disaster relief or any crisis that may occur, and we want to be able to familiarise ourselves with each other in order to operate together, so that we can resolve any challenge that may pop up,” he said.

Hishammuddin, who will be leaving for Myanmar Tuesday to attend the Asean Defence Ministers Meeting (ADMM) said he and his Asean counterparts would discuss security issues that could affect the region’s stability.

“We will engage and find the necessary mechanisms to combat extreme militancy via intelligence sharing, training and using available technology and assets,” he said
