IMF; Malaysia economy has performed well

Malaysia’s economy is seen growing at 4.5 per cent in 2017 on strong private consumption but will continue to suffer from weak commodity prices and slowing private investment, the International Monetary Fund (IMF) said today.
The Southeast Asian economy has been buffetted by poor demand for its exports of commodities and liquefied natural gas over the past year. In January, the government cut spending and revised its 2016 growth forecast down to 4.0-4.5 per cent from 4.0-5.0 per cent in January.
“While the Malaysian economy has adjusted well to lower global oil prices, sustained low commodity prices add to the challenges of fiscal consolidation,” said IMF’s Daisaku Kihara, who lead a two-week consultation mission to Malaysia in early December.
While Malaysia is a marginal oil exporter, it is the world’s third largest exporter of LNG, contract prices for which are linked to crude prices.
“Heightened global financial stress could potentially spill over to domestic markets,” Kihara said in a statement.
The IMF says Malaysia has performed well “despite significant headwinds” stemming from structurally weak growth in developed and emerging markets, and expects 2016 growth to come in at 4.2 per cent aided by a diversified economy and a flexible exchange rate.
Medium term growth is seen at 4.5 to 5.0 per cent.
Malaysia’s ringgit, however, has been Asia’s worst performing currency in recent weeks, at one point losing nearly 7 per cent against the dollar following Donald Trump’s US presidential election win on Nov. 8.
To stem the decline, Malaysia’s central bank stepped in and warned of “prompt supervisory intervention” against any individuals or banks engaged in ringgit trade in the offshore non-deliverable forwards (NDF) market.
IMF’s Kihara says the current monetary policy “is appropriate in the baseline scenario of moderate growth, low inflation, and external uncertainties”, but stressed the need for careful calibration to support growth while maintaining financial stability.
Kihara says Malaysia has made “significant progress” towards its goal of achieving high-income status, which need continued efforts towards structural reforms to boost longer-term economic growth.
But Malaysia will need to keep an eye on its “relatively high” household debt, and stay on track on its fiscal consolidation drive and goal of slashing its budget deficit to 3.0 per cent in 2017, Kihara added. ― Reuters

A 21-year-old German girl recently donated her "panda blood", or Rh-negative blood, on two occasions to save a 75-year-old woman in Wenzhou, Zhejiang province.

Christa Maria Idel, a language student at Zhejiang University, came to China to study for one semester, adopting the Chinese name Gao Xiongmao.

When she found out that her blood type is Rh-negative, she called herself Xiongmao, the Chinese name for panda.

She is 1.75 meters tall, so she surnamed herself Gao, which means tall in Chinese.

"I was told that only 0.3 percent of the population in China have 'panda blood'. The proportion in some Western countries is as high as 6 percent or higher. This was news to me," she said.

Out of curiosity, Gao searched on Weibo to find out more information about the blood type.

She found a post asking for help from the family of an old woman who suffers from aplastic anemia and fainted in October.

She left a message on the post and a doctor contacted her a couple of days later.

The old woman, Kong Qinmei, has merely one-fiftieth of the normal platelet level and requires blood transfusions to keep her alive.

There are 4,000 "panda blood" carriers registered at the provincial blood center, but only tens of carriers are in Wenzhou and can be contacted, and the hospital was unable to find enough blood for one transfusion.

Gao decided to help Kong.

In the middle of last month, Gao skipped class and took a high-speed train to Wenzhou, a southern city she had never heard of about four hours from Hangzhou, the capital of Zhejiang province.

"I met the family. They said 'thank you' to me many times, but I don't think it is a big deal," she said.

Born in Krefeld, Germany, Gao studied at the University of Goettingen, majoring in Chinese and sports. She had been learning Chinese for two years and came to Zhejiang University as an exchange student to improve her Chinese ability.

"My father is a doctor and always tells me to help those in need. On the train back to the university, I felt great happiness," she said.

However, after finding out on the weekend that Kong had failed to find enough donors for her latest transfusion, Gao went to Wenzhou on Tuesday and volunteered to donate her blood again, without hesitation.

Police have detained a 19-year-old youth after his 14-year-old girlfriend gave birth on Tuesday.

A source said the youth, who came to know the girl through a chat application, has been remanded for a week to assist in investigations.

The girl, who just completed her Form 2, and her baby weighing about 3kg are still admitted in hospital.

Both are doing fine.

"The girl's family is in shock. They didn't have a clue she was pregnant," said the source.

The girl had asked her older sister to give her a massage at their home as she was feeling unwell.

"But within a short while the girl started having stomach pains and went into labour," he said.

The case is being investigated under section 376 of the Penal Code for rape.
