Summoned Letter by Ex-Employer

Morning LYN community. Need to ask your suggestion and opinion as one of my close buddy received a letter from JTK (Jabatan Tenaga Kerja) or something like that which I can remember saying that she needs to attend a discussion or some kind of invitation in Menara Perkeso Jalan Ampang.

The actual scenario is she have tendered 1 month notice at her previous workplace due to the mental torture and stress that she needs to go through everyday. After tendering the pressure and shit got far more real with the employee betraying and acting according to the employer's secret instruction and also due to favoritism factor. She then decided not to attend to work and went on NCNS since then.

Now the employer sent her this, what should she do and if she cant attend the invitation, is there any other way to solve this? In the letter, the employer is demanding one month full payment of her previous salary as the penalty.

Kindly provide your expertise peeps.
