Overtaking accident

i was otw back to my hometown earlier this afternoon.
arriving to my destination, all the way is a very narrow 1 lane kampung road.

was driving slowly & then suddenly a Myvi overtake my car.
the Myvi pinned me so i tried to avoid from his/her car from crashing my side mirror.

while doing that accidently rammed into a road barrier on the left side.

i manage to memorize the Myvi plate as he/she manage to overtake me.

question is:
- can i make a police report?
- whose fault is it? my car is damage (abit) bcs tried to avoid the Myvi
- can i get the Myvi owner details so we can settle this nicely?

confuse now..
